Bayfield County Executive Committee Meeting
4:00 PM, July 9, 2009 Emergency Operations Center, Washburn, WI
Members Present: David Good, Kenneth Jardine, Brett Rondeau, William Kacvinsky(4:10),
Marco Bichanich, Dee Kittleson
Others Present: Mark Abeles-Allison-County Administrator, Scott Galetka-Land Records
Administrator, Patricia Olson-Register of Deeds, Scott Fibert-County Clerk, Kris Kavajecz-
Confidential Secretary, Rick Olivo-Daily Press.
Meeting called to order at 4:00 pm by Chairman Rondeau.
Motion Jardine, Bichanich to approve minutes of the June 11, 2009 Executive Committee
Meeting. Motion Carried.
Register of Deeds FIDLAR hosting of recorded maps: Olson reported that several years ago
the Land Records Department added copies of recorded survey maps, plat maps, etc to the Land
Records web site. From the web site these documents are available at no charge. Olson stated
that no other county provides these records at no cost and the state requires the Register of Deeds
office to charge for these documents. Galetka reported that to remove the information from the
web site or provide a link to the Register of Deeds office to obtain copies would take significant
time and effort from his office and would take several months. The committee discussed the
difference between certified copies and recorded copies. They also discussed the difference
between the two web-based systems that are available.
Kacvinsky arrived at 4:10pm. Further discussion of whether to transfer on-line access to these
documents to the Register of Deeds office continued.
Motion Kacvinsky, Bichanich to provide access to the recorded maps through the Tapestry
system and remove them from the MapViewer system by January 1, 2010. Motion Carried. By
consensus the committee agreed that assistance would be found to help the Land Records
Department accomplish this task.
Galetka and Olson exited the meeting at this time.
Domestic Partnership Fee Schedule: Fibert reviewed a resolution proposing fees for domestic
partnership applications and terminations. Brief discussion took place on how the establishment
of domestic partnerships may impact the county’s employees and benefits.
Motion Good, Kacvinsky to approve the domestic partner fee resolution effective August 3, 2009
and forward to the full county board for approval. Roll Call Vote: Good: Yes, Kacvinsky: No,
Bichanich: Yes, Jardine: No, Kittleson: Yes, Rondeau: Yes. Motion Carried 4-2.
Fibert exited the meeting at this time.
Travel Request: Abeles-Allison explained that AJ VanBeest of the Information Services
Department has been invited to be a speaker at a national webmaster conference in Texas. Travel
related expenses of $1400 are requested to cover transportation and hotel.
Motion Good, Bichanich to approve travel expenses not to exceed $1500. Motion Carried 5-1.

2009 Budget Amendments:
Abeles-Allison presented a summary of anticipated General Fund revenues and expenditures for
2009. The summary of detailed cuts departments have agreed to make in order to balance the
budget in 2009. Handouts were provided. Suggestion was made to provide an update each
month with these figures through the end of the year.
Motion Good, Bichanich to approve the proposed budget amendments as presented and
authorized the County Administrator to make the adjustments in the accounting system. Motion
Carried.
Reports:
Treasurer’s Report was reviewed.
Executive Committee meeting dates for 2010 Budget preparation will be: Sept 10 (2pm), Sept 24
(5pm) and Sept 30 (2pm).
Liability Loss Run was not provided. This will be reviewed at a future meeting.
Health Insurance Utilization showed medical claims slightly below the same time frame last
year, however, prescription drug claims higher than last year. Summary of all claims year to
date are nearly even with those of the same time frame last year.
Short Term agreement has been reached for haying at the Ag Station.
Legislative Issues: Highlights of the Governor’s Budget Address were reviewed.
Abeles-Allison reported that the Clean Sweep will be held at the Washburn Highway Garage
from10-2 and the Iron River Highway Garage from 3-5 on July 25th.
Motion Jardine, Kittleson to enter in and out of Executive Session pursuant to Wis Statutes
§19.85(1)(c)(e)(g) to approve executive session minutes of the June 11, 2009 meeting, discussion
& possible action regarding litigation the county is or anticipates being involved in, discuss
personnel issues including: grievances, performance and employment data and bargaining
strategy. Roll Call-All, yes. Motion carried. Kavajecz left the meeting at this time. Entered
executive session at 5:23pm.
Motion Good, Kacvinsky to return to open session. All-yes, Motion Carried. Returned to open
session at 5:50 pm
Motion Jardine, Kittleson to adjourn. Motion Carried. Meeting Adjourned at 5:50 pm
