Bayfield County Executive Committee Meeting
3:00 PM, October 8, 2009 Emergency Operations Center (EOC), Annex Building,
Washburn, WI
Members Present: David Good, Kenneth Jardine, Brett Rondeau, William Kacvinsky (3:10),
Dee Kittleson (3:05), Marco Bichanich
Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz, Chief Deputy
Paul Susienka, James Crandall, Tom Gordon.
Meeting called to order at 3:00 pm by Chairman Rondeau.
Motion Good, Bichanich to approve minutes of the September 30, 2009 meeting. Motion
Carried.
County Budget Proposal for 2010:
Committee discussed whether to reinstate the full-time Deputy Sheriff position that was reduced
in the proposed budget. Consensus of the committee was that safety is paramount and felt that
the position should not be eliminated. Discussed possibilities to reduce costs in other areas to
provide the funding for the position.
It is anticipated that there will be no excess revenues in 2009 to apply.
Abeles-Allison provided a handout of recommendations to balance the budget. Chief Deputy
Susienka explained cost saving measures in the Sheriff’s Department that would offset
approximately 50% of the Deputy Wage/Fringe costs. Proposal is the work the 3 Patrol
Sergeants 12 hours shifts and provide 24/7 coverage. This would eliminate the need to offer 4-
hour overtime shifts in the Jail to meet the staffing requirements for housing state inmates.
Reduced overtime for the jail and road, along with a proposal to reduce road mileage by 2.5%
would result in an estimated $35,000 reduction in cost.
Committee discussed other adjustments to offset the remaining $35,000 as well as other changes
to the budget that have been identified. See handout for details.
Abeles-Allison reported that Bayfield County received word that they may be eligible for an
Alternate Energy Vehicle Grant. This would be use to test run alternate energy vehicles and to
install a fuel station for the alternate energy.
Committee discussed concerns that the 2011 budget will be even more tight and difficult to
balance.
Motion Bichanich, Good to adopt the 2010 proposed budget as discussed with modifications and
to forward to the full county board for public hearing and adoption. Motion Carried.
Committee took a 5 minute break.

Handout was provided identifying DNR payments for wolf-kill livestock in 2008 and 2009.
Discussion was held regarding age and value of livestock as well as the reimbursement process
to collect any settlement from the dog owners.
Motion Kacvinsky, Bichanich to pay the livestock owner $700 for the Heifer calf and $400 for
the Bull calf. Motion Carried. Good opposed.
Draft H1N1 Employee Policy:
A draft policy was provided with the meeting packet. Clarification was made that if the
employee were off more than 3 days with H1N1 symptoms the requirement to provide a doctor’s
notice would be waived. Personnel Committee will review the draft policy on October 21st.
DNR Municipal Dam Grant Resolution:
Abeles-Allison reported that he and County Clerk Scott Fibert toured the 3 county dams
recently. The county may apply for a municipal dam grant through the DNR for repair a wing
wall on the Eau Claire Lakes Dam.
Motion Kacvinsky, Good to approve the resolution supporting an application through the DNR
Municipal Dam Grant program. Motion Carried. Committee suggested approaching the towns to
transfer ownership of the dams.
Clean Transportation Grant:
Abeles-Allison again reported that he received a letter that the county may be eligible for a
couple of alternate fuel vehicles and fueling station. The fueling station could be placed in a
location available to the general public as well as the county fleet.
Motion Good, Kacvinsky to authorize County Administrator, Mark Abeles-Allison to respond
affirmatively to the inquiry regarding the Clean Transportation Grant Solicitation letter. Motion
Carried.
Budget Hearing is set for October 27th prior to the County Board meeting.
Motion Bichanich, Jardine to adjourn. Motion Carried. Meeting Adjourned at 4:25 pm
