Bayfield County Executive Committee Meeting
11:30 AM, November 12, 2009 Emergency Operations Center (EOC), Annex Building,
Washburn, WI
Members Present: David Good, Kenneth Jardine, Brett Rondeau, William Kacvinsky, Dee
Kittleson, Marco Bichanich, William Bussy (12:32pm), AJ VanBeest (1:08pm)
Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz
Meeting called to order at 11:40 am by Chairman Rondeau.
Motion Kacvinsky, Bichanich to approve minutes of the October 8, 2009 meeting. Motion
Carried.
2009 Budget: Reviewed Year-to-Date Revenue/Expense status.
Tax Foreclosure Timeline: Handout of timeline was distributed. Current penalty for unpaid
taxes is 1% per month. The county forecloses after 5 years. It is an additional 2 years before the
property is put up for auction. 2 options were discussed: Change to In Rem procedure, continue
with tax deed process. County directed County Administrator to investigate what process other
counties use.
Budget Amendments: Motion Kacvinsky, Bichanich to postpone this discussion until the next
meeting. Abeles-Allison recommended allocating $5000 from contingency to Land Records for
the cost of removing records from the county web site per the request of Register of Deeds. An
additional $4000 to be allocated from contingency to Land Conservation for development of the
Land and Water Conservation Plan.
Kacvinsky amended his motion to authorize the transfer of monies to the Land Records and Land
Conservation Departments from contingency as discussed. Bichanich agreed with the amended
motion. Roll Call Vote: All-yes, motion carried.
Quit Claim Fee Modification: Motion Kacvinsky, Jardine to table this item. Motion Carried.
Eau Claire Lake Dam Report: DNR inspection report was reviewed. Abeles-Allison reported
that a grant application was submitted for repairs. It is a 50% matching grant.
Committee Structure: County Board directed in 2008 to investigate committee structures by the
end of 2009. This item will be discussed in the future. Limited discussion took place.
Great Lakes Restoration Initiative: Abeles-Allison reported that the RFP for this grant has not
yet been released but is anticipated in the very near future. Bayfield County plans to apply.
Discussion was held on whether to enter a contract with a engineering firm now so they are on
board and prepared to construct the grant application upon release of the RFP. Two options were
discussed: Enter into Zero cost contract, unless grant awarded at which time they would be paid
7.5% of the grant award as engineering costs. Pay outright for the grant-writing (estimated cost is
$32,000-$80,000). Committee discussed that they did not have enough information on this topic

to make an informed decision. Committee discussed putting caviats/caps on the contract for
engineering.
Bill Bussey joined the meeting at 12:32pm.
Motion Kacvinsky, Kittleson to enter Executive Session Pursuant to Wisconsin Statute 19.85(1)
(g, f) for discussion and possible action regarding legal advice related to litigation which the
county is or anticipates being involved in and Considering financial, medical, social or personal
histories or disciplinary data of specific persons, preliminary consideration of specific personnel
problems or the investigation of charges against specific persons which, if discussed in public,
would be likely to have a substantial adverse effect upon the reputation of any person referred to
in such histories or data, or involved in such problems or investigations. Citizens for Responsible
Land Use Lawsuit, Town of Bayview Road Name Lawsuit, Discussion and possible action on
contributions to the county. Committee entered executive session at 12:32pm
Motion Jardine, Kittleson to return to open session. Motion Carried. Returned to open session at
1:07pm.
Kittleson exited the meeting at 1:07pm.
AJ VanBeest Presentation: AJ VanBeest joined the meeting and provided a report on his
participation in the National Association of Government Webmasters Conference. AJ presented
two topics at the conference: Social Media and Worldwide Web. AJ reviewed what social media
is and how it impacts county government. He also reviewed the status and future of the
worldwide web.
Department Name Change: Abeles-Allison requested that the Information Services
Department name be changed to Information Technology. The name change is intended to
alleviate confusion for the general public and reduce the amount of calls to this department for
general county information.
Motion Good, Jardine to change that name of the Information Services Department to
Information Technology. Motion Carried.
Motion Jardine, Bichanich to adjourn. Motion Carried. Meeting adjourned at 1:30pm.
