Bayfield County Executive Committee Meeting
4:00 PM, January 14, 2010, Emergency Operations Center (EOC), Annex Building,
Washburn, WI
Members Present: David Good, Brett Rondeau, William Kacvinsky, Marco Bichanich
Kenneth Jardine (via telephone)
Excused: Dee Kittleson
Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz
Meeting called to order at 4:00 pm by Chairman Rondeau.
Motion Kacvinsky, Good to approve minutes of the December 10, 2009 meeting. Motion Carried.
Committee Structure: Review of the list of committees that County Board Supervisors are
currently participating on. Reviewed ideas related to committee structure:
• Combine Committees
• Full day of meetings (multiple in a day)
• Combine Development & Land Sales with Executive Committee
• Combine Ag Station Ad Hoc Committee with Executive Committee
• Combine Comprehensive Planning with Planning & Zoning Committee
Broadband Wireless: Discussed the need for better broadband service throughout Bayfield
County. Cost is currently prohibitive. Suggestion to invite Consultant Schlager to a future
Executive Committee meeting to discuss potential for grant funded project.
Assembly Bill 482: Review of letter from Wisconsin Counties Association supporting Assembly
Bill 482.
Motion Kacvinsky, Bichanich to approve support of Assembly Bill 482, that a resolution be
drafted and forwarded to the full county board for approval. Motion Carried.
Courthouse Restoration: Abeles-Allison reported that the National Park Service has awarded
Bayfield County a grant in the amount of $150,000 for restoration work. Recommendation is to
address three primary issues: Front entry stairs, columns, and cornices at the top of the roof.
Lift Removal and Sale: Abeles-Allison reported that the new elevator has been working well.
Several inquiries have been received regarding the sale/purchase of the old lift. Options were
discussed to use of the space vacated by the lift after removal. Suggestions included using it as
an atrium, enclosing for storage space, or enclosing for use as Law Library.
Motion Bichanich, Good to proceed with sale of the lift through a bid process using the
WisconsinSurplus auction service along with local advertising. Motion Carried. The committee
will tour the lift area at the conclusion of this meeting.
2009 Budget: Review of sales tax figures for the last 3 years for Bayfield County and several
neighboring counties. Abeles-Allison reviewed the most recent year-end revenue/expense

figures. The 430-Capital Improvement Fund is over budget due to the Technology Grant for
Pictometry. A budget amendment resolution was reviewed.
Motion Good, Kacvinsky to approve the Budget Amendment resolution and forward to full
County Board for approval. Motion Carried.
The County Treasurers financial report was reviewed. It was noted that the end of year bank
balance is higher than in recent years.
Clean Transportation Grant: The county has been awarded a grant for energy efficient
vehicles: $2,000 toward the purchase of up to 3 hybrid vehicles. The grant also includes funding
toward the purchase or conversion of vehicles to compressed natural gas as a basic natural gas
fuelling station ($90,000). Abeles-Allison explained that the grant will offset the higher cost of
the hybrid vehicles and would show a reduced fuel cost to the county. He would like to proceed
with the hybrid vehicles, but would like to investigate the compressed natural gas option before
considering implementation.
Motion Good, Bichanich to authorize Abeles-Allison to accept the Clean Transportation Grant
and to bring each step of the grant process for the purchasing and implementation of these
vehicles to the Executive Committee for approval prior to purchase. Motion Carried.
Reports: Abeles-Allison reported that there is one less library (Red Cliff) in the library
allocation for 2010.
Motion Kacvinsky, Bichanich to enter Executive Session Pursuant to Wisconsin Statute 19.85(1)
(c, g, f) for discussion and possible action regarding legal advice related to litigation which the
county is or anticipates being involved in and Considering financial, medical, social or personal
histories or disciplinary data of specific persons, preliminary consideration of specific personnel
problems or the investigation of charges against specific persons which, if discussed in public,
would be likely to have a substantial adverse effect upon the reputation of any person referred to
in such histories or data, or involved in such problems or investigations. The committee may also
discuss and/or take action regarding employee compensation and benefits. Roll Call Vote: All-
Yes , Motion Carried. Committee entered executive session at 5:27pm
Motion Kacvinsky, Good to return to open session. Roll Call Vote: All-Yes, Motion Carried.
Returned to open session at 5:55pm.
Motion Kacvinsky, Good to adjourn. Motion Carried. Meeting adjourned at 5:55pm.
Remaining committee members toured the lift area of the courthouse to gain a better
understanding of future use of the vacated area.
