Bayfield County Executive Committee Meeting
4:00 PM, September 8, 2011,
Emergency Operations Center (EOC), Bayfield County Annex Building, Washburn, WI
Members Present: Brett Rondeau, William Kacvinsky, Kenneth Jardine, Beth Meyers, Dee
Kittleson, Marco Bichanich
Others Present: Mark Abeles-Allison-County Administrator, William Bussey, Terri Torko
Meeting called to order at 4:00 pm by Rondeau.
Motion Kittleson, Bichanich to approve minutes of the August 11, 2011 Executive Committee
meeting. Motion Carried.
Payment in Lieu of Taxes –Request by Town of Eileen: Town Chairman, Terry Torko made a
presentation to the committee. Torko reported that he became Town Chairman in April of this
year. He noted the general sentiment of Town residents to sell the Ag Station property. Torko
reported that the Town has recommended to the county to sell the property to get it back on the
tax roll. Torko requested that a timeline be set to get the property back on the tax roll and also
requested that Kacvinsky and Bichanich attend the next Town of Eileen meeting to discuss this
topic.
The committee noted that the proposal submitted by AERC did include a payment to the Town
but that was not the County’s proposal. The committee reported that the lease does not include a
payment to the Town.
The committee noted the Land Sale committee’s action from each county to contribute the 7 acre
parcel adjacent to the Town garage to the Town. Board members and Mr. Torko inquired about
the status of the land transfer. Abeles-Allison reported the deed was transmitted last month.
Concealed Carry Legislation: The board received a memo from WCA Corp Counsel. A
handout of the proposed ordinance as prepared by Bayfield County Counsel was reviewed.
Discussion was held regarding the proposed ordinance. The committee asked that the topic of
exceptions be addressed in the ordinance, either referring to State Statute or being listed.
Motion Kacvinsky, Bichanich to make modifications to the proposed ordinance listing
exceptions, referencing state statute and to review the revised draft at the next meeting. Motion
Carried 6-0.
Budget Overview: Abeles-Allison presented the 2012 proposed budget. He then reviewed the
summary of budget highlights at the beginning of the document. Specific items included:
budget introduction, Capital Improvement Purchases, levy and mill rate summary, impacts of the
Budget Repair Bill, State Budget and Library Financing.
Human Services, Forestry, Highway and the Sheriff’s Department will be invited to upcoming
meetings.

Future budget meeting dates were set for: Tuesday, Sept 13, 4:00pm, Monday Sept 19, and
Friday September 23. The full board will be invited to all meetings.
