HomeMy WebLinkAboutExecutive Committee - Minutes - 9/23/2011Minutes of the Bayfield County Executive Committee Meeting 4:00 PM, September 23, 2011, County Board Room, Bayfield County Courthouse, Washburn, WI Members Present: Brett Rondeau, William Kacvinsky, Kenneth Jardine, Beth Meyers, Dee Kittleson, Marco Bichanich Others Present: John Bennett; Shawn Miller, Bill Bussey, County Administrator Mark Abeles- Allison, County Nurse Terri Kramolis, representatives of three County Libraries. Meeting called to order at 4:03pm by Chairman Rondeau Motion Kittleson, Meyers to approve minutes of the September 19, 2011 meeting. Motion Carried. Tourism & Fair Budget Discussion: The committee reviewed the list of capital improvements requested for the fairgrounds. Bichanich will take a look at the electrical needs at the fairgrounds, however, it is anticipated that only minor modifications will be needed. Eliminated the request for additional dump trailer. Discussed need for portable bleachers. Consider reducing budgeted revenues from advertisers. Health Department Budget Presentation: Kramolis reported a zero percent increase in levy as originally proposed. She also provided an overview of a new program proposal for the department that has potential for significant revenue. The department plans to implement a water testing facility. Revenues would be generated through contracts with neighboring counties and with local entities. Revenues and expenditures are anticipated to offset initially, with potential to generate additional revenues as the program develops. Request to add additional staff to complete the testing duties. Estimated revenue/expense is $42,000. Library Presentation: Representatives from the libraries presented request for 100% reimbursement. They explained that less funding equals less services to the citizens. Discussion was held regarding the amount of funding that is provided to out of county libraries through Act 10 and what can be done to counteract this. Ideas being considered include joint library districts, a county-wide library district, and public education of library funding. Budget Modifications: Abeles-Allison reviewed the budget change spreadsheet. The committee discussed additional modifications to be made: Reduce fair donation revenue line by $4000. Include funding to improve safety to access the courthouse dome. Various ideas discussed including a safety cable, enclosed ladder. Remove Horse barn roof repair funding. Include funding for 3 sets of bleachers, $10,000. Committee to determine if courtroom chairs need to be replaced. Modify equipment purchase in the highway department. Purchase pull behind roller rather than pneumatic roller. Shift $110,000 from roller to roadwork. Keep IPads for County Board members in the budget. Bridge aid and library funding are a separate levy and are not included in the base levy. It was also discussed that if the Personnel Committee makes modifications to the health insurance plan that result in reduced costs, then the amount of fund balance used in the budget be reduced by an equal amount. Motion Kacvinsky, Jardine to set the levy at $8,782,889, with a mill rate of approximately 3.38, and to publish the proposed budget with a public hearing set for October 25, 2011. Motion Carried. Energy Grant: Abeles-Allison explained that the county was awarded a grant in the amount of $12,000, requiring an additional $3000 match. The grant is for the installation of solar electric panels. There is sufficient funding in the 2011 budget to meet the match requirement. The project would need to be completed no later than the end of November, 2011. Motion Kacvinsky, Meyers to accept the grant and seek bids for the project. Motion Carried. Meeting adjourned to the courtroom at 6:18pm to view the courtroom chairs that are proposed to be replaced. The meeting will adjourn following the inspection of the chairs.
