Bayfield County Executive Committee Meeting
2:30 PM, July 12, 2012,

Members Present: Kenneth Jardine, Dee Kittleson, Beth Meyers (2:57pm), Brett Rondeau
(3:43pm)
Members Excused: Marco Bichanich, Shawn Miller
Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Confidential
Secretary, Dennis Pocernich
There was no quorum present. Abeles-Allison presented information beginning at 2:50pm.
2013 Budget Discussion with Departments on operations, including Criminal Justice, Child
Support, and Special Projects: Abeles-Allison explained how the Risk Reduction Treatment
Court program works, including the target population and types of crimes that qualify for the
program.
Meyers arrived at 2:57pm. A quorum is now present. Meeting called to order by Kittleson.
Minutes of June 14, 2012: Motion Meyers, Jardine to approve minutes of the June 14, 2012
Executive Committee meeting. Motion Carried.
Returned to discussion regarding Criminal Justice RRTC program funding. Review of the
success of the Criminal Justice programming over the past 10 years. Jail census is actually lower
now than it was 10 years ago. Discussed staffing of the position of RRTC Coordinator due to the
possible resignation of the existing coordinator.
Child Support: Administrator considering retiring at the end of 2012. Four counties were visited
to investigate options for structure of the department in the future. Options include: remain as a
stand-alone office or combine as sub-unit of another department ( possibly DHS). State funding
has been declining for the last several years. Child support is reimbursed for 66% of overhead
costs. By including under the DHS department, a % of DHS overhead can be included in the
reimbursement request. Wage for current Child Support Director is currently the same as the
wage for a section manager in DHS. The concensus of committee members was to keep the
Child Support function out of the DHS department at this time.
Register of Deeds is requesting ½ time person to complete back scanning and indexing of books.
This request may be included in the 2013 draft budget.
Courthouse Dome Project: Antennae on top of the dome allow for communication with the
Highway Department. Project was approved to install ladder for access to the dome. Project cost
will be approximately $10,000.
Motion Meyers, Jardine to approve the bid from Lipka Construction for $7500 and to ensure that
the ladder includes the appropriate safety precautions required by OSHA. Motion Carried.

Rondeau arrived at 3:43pm and assumed control of the meeting.
Restroom Renovation Project: No discussion on this topic.
Wage Study: Transition Committee recommended that the County Board approve participation
in the WCA Wage Study. 30 positions will be reviewed. Job descriptions will be used to
compare similar public and private sector positions.
Motion Meyers, Kittleson to recommend participation in the Wage Study to the County Board at
a cost of $15,000 to be allocated from the Contingency Fund. Motion Carried.
WRS reimbursements for elected officials: Personnel Committee discussed this topic and
recommended that an opinion be obtained from WCA and Corporation Counsel.
Town of Lincoln, Bayfield Regional Conservancy-Knowles-Nelson Stewardship
application: A number of letters were received from Town of Lincoln officials/citizens
regarding this topic. 396 acres are proposed to be turned over to conservancy through the DNR.
Motion Meyers, Kittleson to support the application and forward to the county board for
consideration. Motion Carried with Jardine opposed.
Reports:
• County Treasurer Financial Report, June 2012: Balances are down about 1.8 million from
this same time last year. There are a couple of large purchases awaiting reimbursement
through grants.
• 2012 Budget: Review of revenues and expenditures through the end of June 2012. Expenses
are in line with budget through mid-year.
• Sale of CNG: Several inquiries have been received from the general public to purchase
CNG. This is a topic for future consideration.
• Northern Lights, Bond and Finance updates: Review of a letter from Northern Lights.
Northern Lights is requesting a letter of credit in the amount of $282,000. Secondly,
requesting that the county purchase land from Northern Lights for $180,000 with option for
them to repurchase the land in the future. These requests are being made to assist Northern
Lights through a difficult financial time. No action was taken on this topic.
