Bayfield County Executive Committee Meeting

Members Present: Brett Rondeau, Marco Bichanich, Dee Kittleson, Shawn Miller, Kenneth
Jardine, Beth Meyers

Rondeau called the meeting to order at 4:00pm
Minutes of September 27, 2012: Motion Kittleson, Bichanich to approve the minutes of the
September 27, 2012 Executive Committee meeting. Motion Carried.
Discussion and Possible Action Regarding 2013 Budget:
a. Land Conservation: moved to the meeting on October 18th.
b. Criminal Justice: Brenda Spurlock presented the Criminal Justice Budget including a
review of the Risk Reduction Treatment Court and TAD programs. Overall levy request is
up 20% due to the expiration of one of the grants and continuation of the RRTC program at
the request of the DA and Judge. Spurlock reviewed the list of contractual items totaling
$85,563 on page 71 of the budget.
c. Tourism, Recreation & Fair: Mary Motiff presented the Tourism budget, very similar to
last year. Bussey inquired about time distribution. Motiff noted for her it was 1/3, 1/3, 1/3
split between Tourism, Fair and Trails. Trepanier was 55% trails, 30% tourism and 15% fair.
Miller inquired about the Park / Fair transition timing. Bussey inquired about trail usage.
Motiff noted that she saw an increase in ATV/UTV usage due to the expanded season and
increased usage by seniors. Motiff discussed time spent with the forest service on their trail
maintenance. Sales tax figures over the past decade were reviewed showing the upward
trend since the early 2000’s with some dips after 2008.
Motiff noted the small advertising budget for the department. In 2013 this is proposed at
$13,500.
The committee jumped to the 2012 budget amendment request for Tourism regarding $1000
budget adjustment for 10 title searches. The searches are for Bayfield county owned land on
the RR grade. In accordance with the recent judicial decision
Motion Miller, Jardine to approve the budget adjustment in the amount of $1000 for 10 title
searches, as presented, with contingency funds to be used for the title search expenses. Motion
carried.
d. Other: The Committee reviewed a listing of other budget items:

Human Services risk reserve was discussed. In 2012 high cost claims are anticipated to utilize
over $300,000 of the $355,000 reserve. Utilization of the account requires a budget amendment
to expend additional dollars. This would be presented to the full board in October or November.
Motion Meyers, Jardine to recommend to the board to replenish the account in 2013 if needed,
these funds would likely come from fund balance. Motion carried, (6-0).
Highway funding: Consensus of the committee was to move additional levy funds, which are
included in the proposed budget ($32,000) to a Capital Improvement account for highway
projects. Consensus of the committee was also to develop a policy that would provide for
leftover general fund contingency funds to revert to highway for capital projects.
The consensus of the committee was to make the following budget modifications:
* Reduce Bay Area Rural Transit (BART) budget by $1,000 for signs.
* Remove Generator from Capital Improvement budget. $52,000
* Remove pavilion from Fair budget. $10,000
* Keep Bayfield County Economic Development Corporation (BCEDC) at $64,000 but re-
evaluate for 2014.
A general discussion about organization of the tourism department was held. Discussion
included options such as moving trails to forestry and time requirements for the fair as well as
Chamber of Commerce need for county efforts.
Motion Miller, Meyers to go in and out of executive session pursuant to Wis. Stats.
19.85(1)(c,e,f,g) for discussion and possible action regarding approval of minutes from the
September 27, 2012 Executive Committee Meeting, to discuss personnel matters involving union
negotiations and personnel performance and to consider legal advice and strategy with regard
to litigation/potential litigation. Entered Executive Session at 6:10pm. Motion carried.
Motion Jardine, Meyers to go out of executive session. Motion Carried. Returned to open session
at 6:20 pm
