Bayfield County Executive Committee Meeting

Rondeau called the meeting to order at 4:02pm
Minutes of April 15, 2013: Motion Jardine, Miller to approve the minutes of the April 15, 2013
Executive Committee meeting. Motion Carried
Northern Lights: Jennifer Augustine, Director of Northern Lights, provided an update on the
status of Northern Lights. Significant financial improvements from the beginning of the year.
Computer network upgrade streamlining, vendor pharmacy changes, new Business Office
Manager. Evaluating productivity in departments and making improvements. Outpatient seeing
about 50% more than in previous periods. Home health is very busy. Assisted living is full with
4 persons on waiting lists.
Similar request will be made this year as in the last couple of years, allowing Northern Lights to
have a reduced reserve. More information will be provided on this in the near future.
Northern Lights is interested in acquiring the building previously owned by Martinsens.
Augustine exited the meeting at this time.
Concrete Projects: The committee reviewed bids that were received for concrete projects that
were received last Fall. Two projects are proposed to be completed this summer including a new
sidewalk to the Annex Building and a new entry to the Jail/Huber entrance.
Trepanier also reported that he would like to have the concrete at the main courthouse entrance
and the concrete drain at the entrance to the maintenance garage replaced. Suggestion from the
committee to remove the drain in front of the garage and replace with blacktop, sloped to the
street. Concrete around the gas pumps is also in need of replacement as well as numerous
sections of sidewalk.
Motion Miller, Bichanich to move forward with Alternates 2-5, with a base bid of $22,000 and
award the contract to Arney Mackey Construction. Motion Carried. It is understood that the
costs for these projects come from the 430 fund.
WCA Annual Conference Resolutions: WCA is accepting resolutions to help determine
direction for the coming year. If there are key issues of statewide concern, the county may
submit that issue in form of a resolution for WCA to adopt as part of their policy initiative.
Resolutions will need to be submitted to WCA by June 24.

2014 Budget Session Review and Plan of Action: Kay Cederberg reported that Courts will be
impacted by state budget cuts for the second half of 2013 and all of 2014. $17 million is being
cut state-wide.
Schultz questioned funding for the Land Conservation Department and asked for clarification on
the amount of county and state funds used to operate the department. State budget at this time is
projecting significant reduction in funding for Land Conservation efforts.
Discussed the proposal to use fund balance for highway projects in 2014. 911 system upgrade
may be a significant expense in 2014. Highway suggesting that the Grandview garage may be
closed and that equipment moved. Washburn maintenance garage needs to be tuck pointed.
Groups and departments will be invited to meet with the Executive Committee throughout June
July and August to discuss budget requests.
Reports:
Norvado interested in space on several county towers.
2013 budget performance report was reviewed. Abeles-Allison reported that overall the county
should be at about the 33% point at this time of year. Overall expenses are at 30% in the general
fund. Human Services is running very similar to this same time last year. Highway expenditures
are up slightly from 2013, with revenues down about $100,000.
County Treasurers report shows balances slightly higher than the same time last year.
Chequamegon Humane Association letter was reviewed. CHA explained the importance of
county support of their services.
WisDOT Secretary will be visiting Bayfield County on June 13.
Wind Study results will be shared on June 18 at the Great Lakes Visitor Center. Jardine shared
information on health concerns related to low frequency sounds.
Motion Jardine, Bichanich to enter Closed session pursuant to Wis. Stats. 19.85(1)(c,e,f,g) for
discussion and possible action regarding approval of closed session minutes from the April 15,
2013 Executive Committee Meeting and to discuss wages and Union negotiations. Entered
closed session at pm 5:24pm. Cederberg exited the meeting at this time.
Motion Miller, Bichanich to go out of exec session. Motion Carried. Returned to open session at
5:27pm.
Abeles-Allison reported that the Transition Committee recommended the Ethics Ordinance to the
Full County Board for consideration. The draft ethics policy was reviewed.
Motion Miller, Rondeau to approve the draft ethics ordinance (Version 2) and recommend to the
full county board for consideration. Specific discussion took place regarding the Nepotism
provision. Motion Carried.
