HomeMy WebLinkAboutExecutive Committee - Minutes - 3/13/2014Minutes of the Bayfield County Executive Committee Meeting 4:00PM, March 13, 2014 Emergency Operations Center (EOC), Washburn, WI Members Present: Brett Rondeau, Shawn Miller, Kenneth Jardine, Beth Meyers, Marco Bichanich, Dee Kittleson Members Excused: None Others Present: Mark Abeles-Allison, Bayfield County Administrator, Kristine Kavajecz- Assistant, Paul Houck-Information Technology Director Rondeau called the meeting to order at 4:00pm Minutes of February 13, 2014: Motion Jardine, Bichanich to approve minutes of the February 13, 2014 Executive Committee meeting. Motion Carried. Report from Information Technology Department-Paul Houck: Houck provided a virtual tour of the web site for the committee. Houck exited the meeting following his presentation. County Mission & Vision Statements: Abeles-Allison shared input from Department Heads on a proposed revision to the County Mission Statement. The proposed mission statement reads “To provide essential government services in an accessible, transparent, and cost effective manner.” Consensus of the committee is to recommend the revised mission statement to the County Board for acceptance. Ice Cave Expenses: Abeles-Allison reported on additional costs that have been incurred as a result of the sea cave visitors. Additional law enforcement, portable toilets and miscellaneous other services have added unanticipated costs. No action is required at this time, the information is being provided to keep the board informed. Estimated additional costs is $10,000. Preliminary sales tax figures should also be available at the next meeting as well. Suggestion was made to contact Neil Paulson regarding emergency funding that may be available to help cover costs associated with the sea caves. 2015 Budget Survey: 2014 budget survey had about 150 citizen responses. Proposal for 2015 budget input survey is to focus on Transportation, Economic Development, Tourism, and Forestry. Kittleson suggested adding a question about the need for public transportation. Suggestion that Human Services and Law Enforcement questions should also be included in the survey. Reports: Administrative Fees for grants: Beginning discussion on developing a recommendation for administrative charges to administer grants for other agencies. Administrative fees range from nothing to 46% in various departments. Suggestion was made that each grant would need to be evaluated individually so that the administrative fees do not significantly impact the effect of the grant. K:\Executive Committee\2014 Executive Committee\Minutes\Executive Committee Minutes 2014-03-13.doc Page 2 of 2 Fur Farms: Resident has expressed objection to this practice and requested that an ordinance be developed prohibiting fur farms. 2014 Budget, February 2014: General Fund expenses are currently at 18% of budget. This reflects some one-time expenses that are made at the beginning of the year. Highway department expenses are up over last year due to high winter maintenance costs and salt. County Treasurer Report, February 2014: Highest balance in many years, primarily due to Forestry revenues. Review of notes outstanding including, Iron River Incubator, World Class Manufacturing, and Northern Lights debt. All are current in payments. Northern Lights Financials: More information will be available at a later date, however, January financials show a net income of just over $100,000. County Administrator Evaluation Form: Review of draft County Administrator evaluation form. Committee suggested that the form be available in electronic and paper form. Suggestion to include an item under Intergovernmental Relations relating to interaction with other state agencies/organizations. Motion Jardine, Kittleson to enter in and out of executive session pursuant to Wis. Stats. 19.85(1)(c,e,f,g) for discussion and possible action regarding Approval of closed session minutes from February 13, 2014 and discussion regarding Howling Wolf lawsuit. Motion Carried. Entered closed session at 5:10pm . Motion Jardine, Kittleson to return to open session. Motion Carried. Returned to open session at 5:13pm.
