Bayfield County Executive Committee Meeting
4:00PM, November 12, 2014
Emergency Operations Center (EOC), Bayfield County Annex, Washburn, WI
Members Present: Kenneth Jardine, Dee Kittleson, Brett Rondeau, Shawn Miller
Members Excused: Harold Maki, Beth Meyers
Others Present: Mark Abeles-Allison (Bayfield County Administrator), Kristine Kavajecz-
Assistant, Scottie Sandstrom-Economic Development Director, Dennis Pocernich, Craig Parks,
Ted Kramolis-CHA, Kay Cederberg-Clerk of Court, several members of the Chequamegon
Humane Association board, Frances Johnson.
Rondeau called the meeting to order at 4:00pm.
Public Comment: None
Minutes of October 9, 2014: Motion Jardine, Kittleson to approve minutes of the October 9,
2014 Executive Committee meeting. Motion Carried.
Ag Station:
• Request from Chequamegon Humane Association: Abeles-Allison reported that several
members of the CHA are present to review their request. Map was displayed on the screen of
the Ag Station Property and the proposed site for a new animal shelter facility. Ted Kramolis
with CHA provided an overview of their request. The CHA will be prepared to build a new
facility in the summer of 2015. Consensus of the committee is to allow Abeles-Allison to
meet with CHA to determine the best location and begin preparation of documents to transfer
the property. Abeles-Allison will bring final documents and parcel information to the
committee for final approval before signing.
• Site operations report: The 2 houses are rented on a month to month lease, snowplowing
has been arranged with a private contractor. Bids are currently being accepted for use of the
land.
Report from Bayfield County Economic Development Corporation-Scottie Sandstrom:
Sandstrom provided 2 handouts to the committee including a status update and brochure that was
sent out to 2700 second homeowners in Bayfield County. Reported he has been working on a
“management/vision” document for the Ag Station property to be used to market the property.
He highlighted a couple of recent significant economic development initiatives/contacts. He also
reported that a program will be held at South Shore High School to introduce students to several
career opportunities in the area related to the trades.
Motion Kittleson, Jardine to enter in and out of closed session pursuant to Wisconsin Statute
§19.85(c) for the purpose of considering applicants for the Maintenance Supervisor position.
Motion Carried. Entered closed session at 4:30pm.
Motion Jardine, Kittleson to return to open session. Motion Carried. Returned to open session at
5:25pm.

General Obligation Bond Refinance Options: Abeles-Allison reported that the financial
consultant has provided information regarding a potential refinancing of Nursing Home Bonding.
Financials estimate that between $250,000-$471.000 could be saved over the life of the bonding
depending upon timing of the refinancing and if the market changes. This information is being
provided as a courtesy, the topic will be discussed further if the Nursing Home requests that the
refinance go forward.
Reports:
• End of October financial report: Revenues at 103%, primarily due to Forestry. Reviewed a
couple of departments that may be over budget by the end of the year. Budget amendments
are anticipated to be presented next month.
• Treasurer’s Report: HRA balance is at $1.545 million. Bank balances are above the
balances at this same time last year. The Treasurer’s reported noted several outstanding
checks that have not yet been cashed. These are being researched.
• Workers Compensation Report: Experience mod is .66 Anticipating a 30% dividend
return.
• Youth in Local Government Program: Fall of 2015 estimated start for the program.
Information to be sent to local school superintendents in the near future.
• 2014 / 2015 Budget Planning: A review of 2014 capital improvements will be reviewed at
the next meeting. Departments are being encouraged to begin getting quotes now for 2015
projects to lock in the prices before the end of the year.
Abeles-Allison reported that he will be out of the area for a week on vacation.
