Bayfield County Executive Committee Meeting

Rondeau called the meeting to order at 4:04pm.
No quorum was present. Items will be reported on, however, no action to take place.

Minutes of May 14, 2015: No action due to lack of quorum
Bayfield County District Attorney, Explanation of Trans 305: District Attorney Bourg
reported that Trans305 covers the conditions that vehicles must be in to travel on the highways.
If Trans305 were adopted in Bayfield County, it would only be applicable to the County
Sheriff’s Office, not to local police departments. He provided examples of cases that this would
be applicable to.
Elizabeth Hawkes Celebration, Judge Anderson: Washburn Historical Society, Bar
Association and Court are organizing a recognition event. She was one of the first 150 female
attorneys and first female District Attorney in Wisconsin, among many other accomplishments.
Judge Anderson requested to use the courthouse lawn for a picnic during the Washburn
Homecoming.
Presentation Regarding Office 365, Paul Houck: About $38,000 is budgeted in 2015 for email
upgrades. Proposal is to move email to a cloud environment rather than a server environment.
Advantages include: Better Security, Features, Immediate updates, Federal Compliance.
Estimate for cost over a 10-year time frame is actually slightly less if we go with the cloud
environment. There would be an annual maintenance fee of about $28,000. Would allow
encryption of secure email and an archiving function that we do not currently have.
Industrial Development Agency Recommendation, TID district effort with Town of Eileen
at Bayfield County Business Park: Industrial Development Agency meeting discussed the
potential for a tax increment district for the Business Park. Base taxes would continue to be paid
and go to the various taxing entities. Incremental (improvement) taxes would be held with the
Town of Eileen for Business Park improvements for items such as capital improvements (water,
sewer, power, roads). The Industrial Development Agency supports contracting with Cedar
Corporation for $2500 to develop an implementation plan to include conceptual site layout,

analysis and cost estimate for installation of infrastructure, identify funding sources and steps for
development.
Cooperative agreement with Town of Eileen for the Conference Room at the Bayfield
County Business Park: Town of Eileen and Bayfield Regional Food Producer Cooperative
were both met with to discuss options for the facilities at the Business Park. No rent for a period
of time for the Town in exchange for repairs and improvements of the Conference Room. Town
has expressed interest also in acquiring the houses. The Town prefers more than a 3-year lease
and would prefer to assume ownership, although they cannot legally purchase it.
Stewardship Acquisitions for Forestry: Jason Bodine, Forest Administrator provided a
handout of a proposal for two large Forestry Stewardship land acquisitions. He reviewed the
amount of property involved, cost of the property and a comparison of revenue potential as
County Forest –vs- if these lands were taxed. Bodine reported that the Forestry Committee has
supported this and has forwarded it to the County Board for approval. If approved through the
State Joint Finance Committee, it will require a county budget amendment.
Presentation by Bayfield Regional Food Producer Cooperative: Chris Duke, David
Nortunen, Dave Kositzke explained their proposal for expansion at the Business Park. The
presentation provided an overview of the cooperative. They reviewed their proposal for purchase
of 9 acres at $1000 per acre to include the existing structures. Jason Fischbach shared his
comments supporting this proposal.
Northern Lights Debt Waiver Resolution: Postponed to a future meeting

c. Construction Projects: CTH G, Fairgrounds Saferoom, Eau Claire Lakes Dam project
all underway.
d. Summer Day at the Lake, August 15: To be held at Lake Namekagon
Maki again brought up the topic of the need for an elevator at the Northern Lights Assisted
Living Facility. Abeles-Allison reported that Northern Lights does not feel that it is needed.
Closed Session: The committee did not go into closed session due to lack of quorum.
