Bayfield County Executive Committee Meeting

Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz, Fred Strand,
Kevin Johnson, Jason Bodine, Ray Kangas, Larry Frostman, Patrick Glynn via telephone.
Public Comment: None
Minutes of August 13, 2015: No approval of minutes due to lack of quorum.
Iron River Veterans Memorial: Veteran Ray Kangas and Veteran Larry Frostman were
present to share their vision for a veteran memorial park in Iron River. The proposed site for the
park is on the West side of Iron River adjacent to the Iron River Flowage. The proposed
property is currently County Forest land. The concept includes an area for camping, which
would be a source for income to be used for upkeep of the park. The size of the park is estimated
at approximately 10 acres. The county could consider donating land, leasing land, or
owning/maintaining the park. Kangas provided some preliminary estimates for cost of initiating
the project. A group of veterans are in the process of forming “Veteran’s Inc.”, a 501C3
organization. Jason Bodine reported that it would be a fairly straight forward process to remove
the proposed lands from the County Forest Law and the county would then be free to do what
they want with the land. Further information will continue to be provided and discussed at future
meetings.
Frostman, Kangas and Johnson exited the meeting at this time.
Wage Study and allocation of contingency dollars for this purpose: Abeles-Allison reported
that the Personnel Committee has made a recommendation to the Executive Committee to
consider allocating funds for a new wage study to be conducted by Carlson-Dettman Consulting.
Patrick Glynn with Carlson Dettman joined the meeting via telephone. Glynn reported that the
wage market has been changing rapidly over the last 3 years. Typically a full re-assessment of
wages is recommended every 5-7 years. A range of 10-20 employers are used as comparables
for wage comparisons on each position. Glynn stressed the importance of a strong plan for
implementing the compensation plan and an understanding by employees of how the
compensation plan will be implemented and managed.
The $10,000 proposal is for a “market update” using the existing wage schedule, but would not
look at job description duties or do a point factor analysis.
The $28,000 proposal uses the job descriptions/duties and point factor analysis and compares the
duties of the positions, not just the job title when conducting the market analysis. 10-20 relevant
comparables would be obtained for each position. Carlson Dettman would use the job
descriptions to conduct the point factor analysis.
Glynn exited the meeting at this time.
Consensus of the committee is to recommend that this be forwarded to the County Board for
consideration. Formal action could not be taken due to lack of a quorum. Strand suggested that
references be conducted on this company.
2016 Budget Presentation: 2016 Proposed Budget documents were provided to the board
members present. Abeles-Allison explained the layout/sections of the document and a summary
of the proposed levy/mill rate. Next budget meeting is scheduled for September 16.
Contingency Fund allocation for well abandonment with Land Conservation: Further
information will be received from the Land & Water Conservation Department on this topic. The
funds allocated in the 2015 budget have already been exhausted, although additional project
requests have been received.
Audit Update and Possible Action regarding fund balance dedication: The committee
referred to page 15 of the 2016 budget book to review audited fund balance figures for the end of
2014. Abeles-Allison explained the balances and options that could be considered for
committing funds.
Bayfield County Business Park Planning and Policy: Correspondence from the Economic
Development Corporation was reviewed with regard to planning for the Business Park. Purchase
agreements with the Town of Eileen and Greg Martinsen have been signed.
Reports:
1. Bayfield Business Park, World Class: World Class Manufacturing located in the Bayfield
Business Park 8 years ago. There are a couple of problems with the building. Bayfield
County has a partnership with Impact Seven which facilitated the development of the
business park to facilitate the start-up of World Class Manufacturing. Bayfield County
Industrial Development Agency will be discussing this topic at an upcoming meeting.
2. Tower Update: Jan Victorson and Abeles-Allison will be meeting with the concerned
citizens regarding this topic. The property involved with the tower being discussed is leased
by Bayfield County from the City of Washburn.
3. Treasurer Report, end of August: Reviewed financial status in comparison with the
previous year.
4. Financial Report for end of August: Reviewed financial reports for all departments/funds.
All budgets are looking good, with no major discrepancies noted. Forestry revenues are again
higher than anticipated.
