HomeMy WebLinkAboutExecutive Committee - Minutes - 9/29/2015Minutes of the Bayfield County Executive Committee Meeting 4:00PM, September 29, 2015 EOC, Bayfield County Annex, Washburn, WI Members Present: Kenneth Jardine, William Bussey, Brett Rondeau, Harold Maki, Dee Kittleson, Members Excused or Absent: Shawn Miller Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz, Kathy Wendling, Jim Crandall, Darrel Pendergrass, Scott Fibert, Mary Motiff Public Comment: Darrel Pendergrass, representing the Bayfield County Libraries, thanked the Board for their continued contributions to the libraries. $187,590 is about 80% of the allowable funding, which is higher than the majority of counties in the state, who fund at 70%. He also thanked the Board for implementing the Building Strong Libraries Program that helps to fund capital projects for county libraries. Minutes of September 24, 2015: Motion Kittleson, Bussey to approve minutes of the September 24, 2015 meeting. Motion Carried. Discussion Regarding 2016 Budget: a. Departmental Budget Presentations: Mary Motiff reviewed the Tourism and Fair budget. Referring to page 217 of the proposed budget document, Motiff identified several items that she would propose be added to the Fair area of the budget. Could increase the revenue by $500. Propose to increase the expense 50340 to $1200 for the purchase of t-shirts. The budget already includes a revenue of $400 for the sale of the shirts. The Fair Committee also recommends purchase of a used tractor for $22,000. This amount is included in the proposed budget. b. Capital Improvements Summary: Abeles-Allison explained that one-time capital purchases are budgeted in this fund so that the department budgets reflect only regular operating expenses. All of the funds for these purchases generally come from a transfer from the General Fund. In 2016, approximately $980,000 of Fund Balance are proposed to be used for the capital improvement fund. A list of proposed capital purchases was reviewed. Brief discussion was held regarding the Sheriff’s Department request for a replacement patrol boat, which would be reimbursed by the DNR over a 5 year period. Abeles-Allison noted that funds are included in the budget for a communications tower in the city of Washburn. Depending upon the outcome of negotiations on this topic, this amount may or may not be needed. c. Review Summary of Budget Change Spreadsheet: Abeles-Allison reviewed the list of changes discussed during budget meetings. The committee reviewed the summary of proposed fund balance to be used in 2016. The committee discussed the proposed new positions that are included in the budget. The Personnel Committee will review these requests at their meeting later this week and will forward their recommendation to the county board. d. Possible Action Regarding Budget Proposal to County Board for October 27 Budget Hearing. Motion Jardine, Rondeau to approve the proposed budget, including the changes listed on the spreadsheet and forward to the county board for consideration. Discussion that the Personnel Committee will also forward a recommendation to the County Board with regard to the proposed new positions that are included in the budget. Motion Bussey, Kittleson to amend the motion and exclude the Deputy Sheriff Position from the budget to be recommended to the County Board. Motion Carried (4-1)The County Board could add the Deputy Sheriff position back in pending recommendation by the Personnel Committee. The committee voted on the original motion as amended. Motion Carried (4-1). Mobile Device Policy: Motion Kittleson, Bussey to approve the Mobile Device Policy. Motion Carried. Property Insurance: Abeles-Allison reported that the current local government property insurance pool increased rates by 80% for 2016. Several proposals have been received from several vendors and are currently being reviewed. Abeles-Allison reported that the proposed budget publication will be published in the next week. The full county board budget hearing will take place on October 27th. The committee will have their next regular Executive Committee meeting on October 8th. Meeting Adjourned at 5:30pm.
