Bayfield County Executive Committee Meeting

Members Present: Kenneth Jardine, William Bussey, Brett Rondeau, Harold Maki, Dee
Kittleson, Shawn Miller

Meeting called to order at 4:02pm by Chairman Brett Rondeau.
Public Comment: None
Minutes of November 12, 2015: Motion Jardine, Kittleson to approve minutes of the November
12, 2015 meeting. Motion Carried.
Business Park Committee, Resolution and Appointment Recommendations: Abeles-Allison
reported that the County Board approved the establishment of a Business Park Planning
Committee. The committee reviewed a resolution outlining the composition and the
responsibilities of the Ad Hoc Committee. The committee would make recommendations to the
Executive Committee for action. 4 applications were received from citizens wishing to
participate on this committee.
Motion Miller, Rondeau to recommend that Mike BeBeau be appointed to the Business Park
Planning committee representing utilities. Motion Carried.
Motion Miller, Maki to recommend that Leo Carlson be appointed to the Business Park Planning
committee representing business. Motion Carried.
Motion Jardine, Kittleson to appoint Rondeau as the Executive Committee representative to the
Business Park Planning committee. Motion Carried.
Northern Lights Health Care Licensure: Abeles-Allison reviewed a letter from Northern
Lights making a formal request that the county continue to investigate holding the Nursing Home
license for Northern Lights Health Care. Northern Lights is willing to cover the costs for the
County to explore this option.
Motion Bussey, Kittleson to authorize the County Administrator to further explore the possibility
of the county holding the license for the Nursing Home. Motion Carried.
2016 Budget Amendments: Abeles-Allison reported that several budget amendments will be
presented over the next 2 months. One for the Forestry office related to Forest Revenues and
payments to towns for a portion of those revenues. Zoning will need an amendment related to
wage and health insurance costs. Corporation Council costs will exceed budgeted figures due to
Large Scale Livestock Study Committee and Verizon Tower costs.
The committee discussed costs associated with the Large Scale Livestock Study Committee.
Final expenses on the safe room came out higher than anticipated (approximately $20,000).
Additional reimbursement from the state is being requested.
County Administrator Job Description: The draft job description was presented to the
committee and the committee was asked to provide suggestions for modifications.
Maki commented that it should include that directives of the county board must be followed.
Motion Kittleson, Bussey to approve the job description as presented. Motion Carried.
County Administrator contract will be placed on the next agenda. Copies of the existing contract
were provided to the committee members.
Consensus of the committee was to discuss reports prior to the Closed session.
Wage Study: Special County Board meeting planned for January 19 to review the draft findings.
The committee was asked to begin thinking about implementation of wage adjustments in 2016
and whether they should be implemented retroactively.
Treasurer Report: The committee reviewed the report. Up about $1.4 million over the same
period last year.
Financial Report: Abeles-Allison reviewed the overall financial status of major funds. As
reported earlier, a couple of budget amendments will be needed in various departments.
Large Scale Livestock Committee: First public information session was held today. Copies of
the draft committee report has been provided to all County Board members. December 17 will be
a public hearing on the draft report. A proposed Operations Ordinance and a number of other
recommendations will be reviewed. Abeles-Allison reviewed the timeline for activities of the
Livestock Study Committee.
Iron River Veteran’s Memorial Park: A letter was sent to request further information on this
topic.
December County Board Meeting will be a joint meeting with the Tribal Council following an
hour of county business. Food will be incorporated into the meeting.
Motion Jardine, Kittleson to enter in and out of closed session pursuant to Wis. Statutes 19.85(1)
(e,g) for the purpose of Deliberating or negotiating the purchasing of public properties, the
investing of public funds or conducting other specified public business whenever competitive or
bargaining reasons require a closed session and Conferring with legal counsel who is rendering
oral or written advice concerning strategy to be adopted by the body with respect to litigation in
which it is or is likely to become involved; discussion and possible action regarding:
a. Minutes of November 12, 2015
b. Discussion and Possible Action, Business Park Lease Review
c. Discussion and Possible Action regarding concerning county properties on
railroad grades, properties sold,
Motion Carried. Entered closed session at 5:03pm.
Motion Jardine, Maki to return to open session. Motion Carried. Returned to open session at
5:30pm
