HomeMy WebLinkAboutExecutive Committee - Minutes - 2/11/2016Minutes of the Bayfield County Executive Committee Meeting 4:00PM, February 11, 2016 EOC, Bayfield County Annex, Washburn, WI Members Present: Brett Rondeau, Harold Maki, Dee Kittleson, Shawn Miller Members Excused or Absent: William Bussey, Kenneth Jardine Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz, Scott Fibert, Kay Cederberg Meeting called to order at 4:00pm by Chairman Brett Rondeau. Public Comment: None Minutes of January 14, 2016: Motion Maki, Miller to approve minutes of the January 14, 2016 meeting. Motion Carried. Elected Official Wages: Abeles-Allison explained that wages for the upcoming term must be set prior to the date that papers can be taken out for the positions. At the January meeting, the committee began discussion on wages for the County Clerk, Treasurer, and Register of Deeds for the upcoming term. Scott Fibert reviewed data that was included in the meeting packet that provided wage comparables for these positions in other counties. The data also included information on wage ranges for non-elected officials in the county. Abeles-Allison provided his recommendation of a 2% increase for the next 2 years, which is equivalent to the increases already approved for the other elected officials in 2017 & 2018, and then a 2.5% increase the following 2 years, which would be equivalent to the wage increases non-elected county employees will receive through the wage schedule step system. The committee allowed Kay Cederberg to present information compiled by Patricia Olson. Motion Kittleson to forward the recommendation as presented by the County Administrator to the County Board. Motion died for lack of a second. Motion Rondeau, Miller to forward the recommendation of a 2% wage increase for the County Clerk, Treasurer and Register of Deeds in each of the next 4 years to the County Board for consideration. Motion Carried (4-0) 2015 Audit Contract: A copy of the proposed 2015 audit contract with Maitland, Singler and VanVlack in the amount of $ 35,000. The County Clerk and County Administrator recommend the approval of this contract. Motion Kittleson, Maki to approve the 2015 audit contract with Maitland, Singler and VanVlack in the amount of $35,000. Motion Carried (4-0) County Administrator Authorization Resolution: Abeles-Allison reviewed a resolution authorizing the County Administrator to sign contracts and authorization to request coverage by our insurer for the legal expense endorsement. Motion Kittleson, Miller to approve the resolution as presented. Motion Carried (4-0) Reports: Northern Lights Health Care Licensure Report: Northern Lights representatives will be present at a future meeting to provide a full report. The County is continuing to investigate holding the license for the nursing home. End of January 2016 Financial and Cash Report: The Treasurer report for January showed a $29mm cash balance in all accounts, up from previous years. The County financial report for January was reviewed with nothing significant to report. Investment updates: Abeles-Allison also reported on some recent innovative investment options being used by the County to maximize interest earnings and ensures more security of funds. Legislative Communications and Visits, February and April : Beth Meyers and Janet Bewley will be attending County Board meetings over the next couple of months. Stepping Up Initiative, NACO: Information included in the packet. April Reorganization Meeting Plans: Committee members were asked if there are any special topics they would like included on the training agenda for the reorganization meeting. Superior Days Meetings: This event takes place next week. Abeles-Allison reviewed a list of the primary topics to be lobbied. Motion Miller, Maki to enter in and out of closed session pursuant to Wis. Statutes 19.85(1) (c) to approve Minutes of January 14, 2016. Motion Carried. Entered closed session at 5:11pm Motion Miller, Kittleson to return to open session. Motion Carried. Entered open session at 5:12pm Meeting Adjourned at 5:12 pm.
