Bayfield County Executive Committee Meeting
4:00PM, May 12, 2016
EOC, Bayfield County Annex, Washburn, WI
Members Present: Brett Rondeau, Shawn Miller, William Bussey, Jeff Silbert, Harold Maki
and Fred Strand.
Others Present: Mark Abeles-Allison-County Administrator, Scottie Sandstrom Economic
Development Director, Bob Mick, Kristine Kavajecz, Kurt Tibbals, Scott Galetka,
Meeting called to order at 4:00 pm by Brett Rondeau.
Strand nominated Rondeau as chair of the committee. Miller made the motion to close
nominations and cast a unanimous ballot for Rondeau seconded by Silbert. Motion carried, (6-
0).
Silbert nominated Bussey as vice chair of the committee. Strand made the motion to close
nominations and cast a unanimous ballot for Bussey, seconded by Miller. Motion carried (6-0).
Public Comment: None
Minutes of April 14, 2016: Motion Maki, Miller to approve minutes of the April 14, 2016
meeting. Motion Carried.
PLSS Report: Galetka and Mike made a report on the public land survey system. The County
has put $20,000 towards the effort over the past 10 years. New state funding will allot an
additional $50,000 this year and in the future. The state is working to create a seamless layer
across counties. They have asked that counties begin with the exterior boundaries although this
is not required. Mick reported that he plans to retire in the next several years and is hoping to
make progress establishing an expanded PLSS program. Board members expressed general
support for the program and asked that Mick and Galetka bring back a budget proposal during
budget time.
Wetland Delineation: A summary report of the proposed wetland delineation was submitted by
Cedar. They recommend Mi-tech to do the work for a fee of $3224. Miller made the motion to
approve their proposal, seconded by Bussey. Motion carried.
WCA Resolutions: The Committee discussed resolutions for the WCA Legislative Platform.
Silbert proposed several resolutions:
1. That the Wisconsin Counties Association support efforts to improve funding for 911.
Bussey made the motion to recommend this to the county board, seconded by Strand.
Motion carried.
2. That the Wisconsin Counties Association support efforts to improve Broadband. Bussey
made the motion to recommend this to the county board, seconded by Strand. Motion
carried.
3. That the Wisconsin Counties Association support local control and restore shoreland
zoning authority of counties. Bussey made the motion to recommend this to the county
board, seconded by Strand. Motion carried.
4. That the Wisconsin Counties Association support local control as it relates to livestock
siting regulations recognizing that one size does not fit all. Strand made the motion to
recommend this to the county board, seconded by Maki. Motion carried.
Budget Planning Session: The Committee reviewed the agenda for the upcoming
planning meeting.
Reports:
• Security and accessibility concerns in courthouse departments were shared with
the committee. Some members felt proposed improvements were too much,
others asked for continued dialogue.
• Financial reports for Northern Lights as of End of March showed a net $50,000 for
the year.
• Abeles-Allison reviewed animal shelter and humane officer discussions.
• 209 public budget surveys were returned. 10 County Board budget surveys were
returned.
• A report from the Fraud Committee was heard.
• Financial reports for the end of April were reviewed.
Greg Martinsen arrived.
Executive Session:
Bussey made the motion to go into Executive Session with Sandstrom and Abeles-
Allison attending: seconded by Miller. Motion carried. 5:15pm.
The Committee came back into open session at 6:08pm.
