HomeMy WebLinkAboutExecutive Committee - Minutes - 6/9/2016Minutes of the Bayfield County Executive Committee Meeting 4:00PM, June 9, 2016 EOC, Bayfield County Annex, Washburn, WI Members Present: Brett Rondeau, William Bussey, Jeff Silbert, Fred Strand. Members Excused: Shawn Miller, Harold Miller Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz -Assistant Meeting called to order at 4:00 pm by Brett Rondeau. Public Comment: None Minutes of May 12, 2016: Motion Bussey, Silbert to approve minutes of the May 12, 2016 meeting. Motion Carried. Wetland Delineation at Business Park: Abeles-Allison reported that several proposals were received. The proposal from Mi-Tech was accepted and the project was completed earlier this month. The committee reviewed a map generated by Mi-Tech identifying the wetland on the property. The Business Park Project Engineer recommends delaying the submittal of the delineation to the DNR and Army Corps of Engineers until a business development plan is finalized, which is anticipated in the next couple of months. Parking lot paving project and contingency allocation: Two proposals were received for the paving project. Budget funding of $43,000 was allocated with minimal base costs. Proposals included more significant base, which would last longer. Ashland Construction proposed $48,635 including, asphalt and base removal, new base, grading and paving. Recommendation is to approve up to $53,000 for the project plus contingency if additional expenses are incurred. This would require authorization from the Executive Committee to utilize up to $10,000 from the contingency fund if necessary. There is currently approximately $47,000 undesignated in the Contingency Fund available. Motion Bussey, Strand to accept the proposal from Ashland Construction and authorized up to $10,000 from the contingency fund toward this project. Motion Carried. Fair budget amendment and contingency allocation: A miscalculation was made during the budget process for temporary fair help. Additional expense of $6,645.55 is anticipated, with $1,000 of new revenue offsetting that slightly. Motion Silbert, Bussey to approve the budget amendment as presented. Motion Carried. Animal Control and Shelter Agreements: There are currently 2 agreements for animal control (humane officer and kennel). Callae Hyde is the contracted Humane Officer. Motion Silbert, Bussey to renew the Humane Officer and Kennel agreements with Callae Hyde for 3 years with the current terms as presented. Motion Carried. WCA Legislative Resolution on Fix It Transportation Plan: Motion Strand, Silbert to approve the resolution as presented and forward to the full county board for approval. Comment was added that transportation funding is badly needed. Motion Carried. Reports: 1. Budget 2017 a. Courthouse Security: Discussion topics that will be provided in more detail in the future will include potential move of the Clerk of Courts Office, stronger security for the Child Support office, and some general security upgrades throughout the building. b. Trails/Playground/Fitness: The committee reviewed a conceptual idea to provided funding to towns to assist with recreational improvements throughout the county. Consensus of the committee is that the concept is worth considering. c. Student Involvement in County Government: A concept outline was presented on this topic. d. Solar Power: Gathering information on whether it would make sense for the county to lock in rates for electric based on solar usage. 2. Northern Lights Tour: June 21, 4:15pm (before board meeting at 6:00pm) 3. End of May 2016 Treasurer’s Report: Review of the report. Balances are fairly stable with the previous month and up from previous years. 4. End of May Financial Report: Expenses for the year are right on track with expenses at the same time last year. 5. County Picnic, Wednesday, May 15, Noon presentations. Motion Silbert, Strand to enter in and out of closed session pursuant to Wis. Statutes 19.85(1) (c) to approve Minutes of May 12, 2016. Motion Carried. Entered Closed Session at 5:20pm Motion Bussey, Silbert to return to open session. Motion Carried. The Committee came back into open session at 5:25 pm. Meeting Adjourned at 5:25 pm.
