Bayfield County Executive Committee Meeting

Meeting called to order at 4:00 pm by Brett Rondeau.
Public Comment: None
Minutes of June 9, 2016: Motion Strand, Silbert to approve minutes of the June 9, 2016
meeting. Motion Carried.
Department Budget Presentations:
Information Technology: Paul Houck, Upgrading computers to Windows10 ($18,000). Storage
upgrades and maintenance ($120,000), Renew Antivirus 3-year agreement ($14,000), Back-up
Solution 3-year agreement ($60,000), Cyber Risk Assessment ($18,000), MSOffice Upgrade
($55,000-$75,000).
Criminal Justice: Brenda Spurlock provided a handout of draft strategy for 2017. There are 2.5
people in the office, primarily grant funded. Anticipate a levy request consistent with previous
years.
Maintenance: Craig Parks, Wage increases as a result of the wage study will have a large impact
on this budget ($9000+). Continuing woodwork restoration in the courthouse ($5000), Sealing
parking lots to extend their life, extending the LED Lighting project (partial rebates for these),
Replace Lawn Tractor (have dedicated for lawn and one dedicated for winter), HVAC repairs &
Fans for the DHS restrooms. Paint and carpet for technology department, Jail Plumbing (sinks,
toilets, showers, water heaters).
District Attorney: No anticipated significant increases for 2017. Part-time employee went over
budget in 2015 because misunderstanding related to holiday pay.
County Board: Community event support ($5000), Fraud Prevention Hotline ($600), Youth
Government Initiative ($1050), Trail/Park wellness projects, County Board Room Microphones
($15,000) (suggestion for lapel microphones), Ipad replacements ($2500).
County Administrator: Labor Law Posters, Software Maintenance, Summer Intern, Solar Farm
Investment.
A handout was included in the meeting packet regarding the PLSS system for the committee to
review for future discussion. The county’s surveyor is intending to retire next year.
State Supreme Court Visit and Funding: Judge Anderson discussed the upcoming Justice on
Wheels program. The State Supreme Court will be coming to Bayfield County in October to hear
cases. The county will be required to provide a luncheon for approximately 50 people. Local
schools are invited to participate. October 26, 2016. A reception will be held on October 25th in
Bayfield. County Board members are invited to attend. Requesting about $250 toward
entertainment. Pavilion is tentatively reserved. Estimated cost will be approximately $1000 for
the entire event.
Motion Miller, Bussey to allocate up to $1500 of contingency funds toward costs for the Supreme
Court visit. Motion Carried.
Courtroom Video Upgrades: The courtroom videoconferencing unit has died. Estimated cost
for replacement is $20,000. Judge Anderson reported that the county could consider expanding
the project to also replace other aging technology in the courtroom. $58,000 was budgeted for
various upgrades in 2016. The full system replacement/upgrade estimate is $68,400, requiring
about $10,500 from the contingency fund.
Motion Miller, Strand to allocate $10,500 of contingency toward the technology upgrades in the
Courtroom. Motion Carried.
Bayfield County Economic Development; Second quarter report; Scottie Sandstrom: A
copy of the quarterly report was included in the meeting packet. A map of the Ag Station
Business Park was displayed and development plans explained. Met with Shawn Miller
regarding potential expansion. Sandstrom reported that he shared some connections learned
through Armon Technologies with Bayfield County businesses. Met with Josh Swan and assisted
him in making some connections.
Bussey exited the meeting at 5:47pm.
Career development day at Drummond High School. Assisted in writing a grant for Aquaponics
curriculum that was awarded to Bayfield High School. 52 company visits and 55 retention visits.
July 26 will be a Business on Stage presentation at the Rittenhouse.
Contingency Fund Allocations:
Courtroom Video Upgrades: previously discussed.
County Fair Grounds Electrical: Fair Committee has approved 3 improvements at the
fairgrounds. The Executive committee discussed having expenses for improvement come out of
the capital improvement budget rather than the Fair budget. Suggestion was made to have a
comprehensive electrical assessment done of what is needed at the fairgrounds rather than doing
the work bit by bit.
Motion Miller, Maki to recommend to the county board to allocate up to $12,000 toward
electrical improvements at the Fairgrounds from the General Fund Balance. Discussion took
place on whether the funds should come from Contingency or Fund Balance. Motion Carried.
Reports:
End of June 2016 Treasurer’s Report: In the meeting packet. Balances are looking strong, up
about $2.5m over the previous year.
End of June Financial Report: Revenues are down slightly and expenses are up slightly from the
previous year in the General Fund. The Human Services (Family Services) budget expenses for
youth detention are up significantly. Human Services estimates that they will likely need to
access the Risk Reserve Fund.
A summary of county highway and state highway damage as a result of the flooding earlier this
week was shared. The Governor’s cabinet will be holding a listening session at the Ashland
County Courthouse tomorrow at 1:00pm.
Crandall exited the meeting at 6:30pm
Motion Miller, Strand to enter in and out of closed session pursuant to Wis. Statutes 19.85(1)
(g,e) to confer with legal counsel for the governmental body who is rendering oral or written
advice concerning strategy to be adopted by the body with respect to litigation in which it is or is
likely to become involved and to deliberate or negotiate the purchase of public properties, the
investing of public funds, or conduct other specified public business, whenever competitive or
bargaining reasons require a closed session: Minutes of June 9, 2016, Bayfield County Manure
Storage Ordinance Northern Lights Refinancing/Ownership, Land Sale Dispute in the City of
Bayfield Motion Carried. Entered Closed Session at 6:30 pm
Motion Miller, Silbert to return to open session. Motion Carried.
The Committee came back into open session at 7:05 pm.
Northern Lights Waiver Request: A copy of the 2015 County Board Resolution authorizing
the waiver was reviewed. This resolution will be modified for 2016 and will go to the full county
board for approval. This is a continuation of what has been in place for the past several years
allowing for a 20% rate covenant waiver.
Motion Strand, Miller to recommend to the county board to approve the waiver for 2016 with the
same terms as 2015. Motion Carried.
Application for emergency assistance for victims of flood damage: No discussion
