HomeMy WebLinkAboutExecutive Committee - Minutes - 12/7/2016Minutes of the Bayfield County Executive Committee Meeting 4:30PM, December 7, 2016 Emergency Operations Center (EOC), Bayfield County Annex Building, Washburn, WI Members Present: Brett Rondeau, Jeff Silbert, Fred Strand, Shawn Miller, William Bussey, Harold Maki Members Excused: Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz-Assistant, Denise Tarasewicz-Register of Deeds elect, Jeremy Oswald (4:50pm) Meeting called to order at 4:30pm by Chairman Rondeau. Public Comment: None Minutes of November 10, 2016: Motion Strand, Silbert to approve minutes of the November 10, 2016 Executive Committee meeting. Motion Carried (6-0). Bayfield County Plat Book and ARCGIS presentation, Scott Galetka: The evolution of the county platbook was demonstrated. 1800 books are printed and are sold for $30. Galetka gave a demonstration of the on-line interactive mapping applications. Space and Security Study RFP, 2017 review: This item was moved up on the agenda. Abeles- Allison reported that this topic was raised primarily due to safety concerns. Items will include, locking doors, trainings, cameras, etc.. Departments were asked to provide statutes and departmental needs that need to be considered by the contractor in the study. The RFP for this project is anticipated to be sent out in January. Preliminary results of the study will be shared with Department Heads, then the Executive Committee, and ultimately the County Board. Motion Bussey, Strand to suspend the rules and allow Denise Tarasewicz to address the committee. Motion Carried (6-0). Abeles-Allison introduced Denise Tarasewicz, the newly elected Register of Deeds. Tarasewicz reported that clients have expressed concerns with a potential move of the office. Tarasewicz reported that visitors are monitored to ensure they are not taking photos of documents. Silbert reported that he visited the office for a tour. Tarasewicz provided a couple of suggestions for potential relocation of the Clerk of Court and Child Support offices and requested that her office not be impacted. Tarasewicz exited the meeting at this time. 2016 Budget Summary and Overview, first 11 months: Abeles-Allison reported that overall, General Fund Departments are under budget on expenditures. Northern Lights payments have been made. They expect their loans to go through in the first quarter of 2017. Highway Department is at 74% of expenditures so far this year. Wisconsin County Mutual, Property Claims Analysis: The committee reviewed a property claims summary for the last 7 years. 56 claims totaled about $225,000. Discussion and Possible Action Regarding County-Tribal Relations MOU: In 2003 the County and Tribe signed a memorandum of understanding. The agreement expired in 2013. A draft Memorandum of Understanding, to work together on the land topic, was provided to the committee for review. Comment was made that any land that may be exchanged, returned, sold or transferred to the tribe should be stipulated that they must remain open to the general public. Silbert reported that as a member of the County-Tribal relations committee, he supports the MOU. Silbert shared comments that were provided by the County Forest Administrator on this topic supporting the MOU. Maki commented that the Town of Russell should be asked for their opinion on the MOU. Strand exited the meeting at this time. Motion Silbert, Bussey to forward the Memorandum of Understanding to the full County Board for consideration. Motion Carried (4-1) County Property, Liability, WC and Boiler Insurances: Abeles-Allison reviewed a list of insurance coverages and who the coverages are with. The county is considering a “cyber” coverage for the first time. The coverage protects the release/theft of protected information such as social security numbers etc. Reports: a. Treasurer Report for November: Balances are up from the previous year by about $1.3 million. The county has moved to using a letter of credit instead of bonding to increase the county’s interest earnings. b. Space and Security Study RFP, 2017 review: Discussed earlier in the meeting. c. Recount update: Abeles-Allison reviewed figures confirmed during the presidential election recount on Monday of this week. Motion Miller, Bussey to enter in and out of closed session pursuant to Wisconsin Statutes §19.85(1)(c) to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility: County Administrator evaluation and §19.85(1)(g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved: status updates from legal counsel regarding various ongoing litigation. Motion Carried (5-0) Entered closed session at 6:07pm. Motion Bussey, Silbert to return to open session. Motion Carried. Returned to open session at 6:13pm. Meeting Adjourned at 6:13pm
