HomeMy WebLinkAboutExecutive Committee - Minutes - 9/27/2017Minutes of the Bayfield County Executive Committee Meeting 4:30pm, September 27, 2017 Emergency Operations Center, Bayfield County Annex Building, Washburn, WI Members Present: Brett Rondeau, Jeff Silbert, William Bussey, Harold Maki, Shawn Miller Members Excused: Fred Strand Others Present: Mark Abeles-Allison-County Administrator, Kris Kavajecz-Assistant, Sheriff Paul Susienka, Elizabeth Skulan-Human Services Director, Tom Toepfer-Highway Commissioner, Meeting called to order at 4:30 pm by Chairman Rondeau. Public Comment: None Motion Miller, Maki to approve the minutes of September 14, 2017. Motion carried. (5-0) JAG EBDM Grant Resolution Support: Abeles-Allison explained that the state has just announced a 4-year grant. This resolution is authorization to apply for this grant. Sheriff Susienka explained that this grant would assist in establishing a plan for inmates as they are preparing for release from the County Jail. This pilot project would design and refine a process that could be carried on internally once the pilot project was completed and could be used as a model for other agencies in the state. The intent would not be to add staff to the county payroll at the end of the grant. Motion Silbert, Bussey to approve the resolution authorizing application for the JAG EBDM grant program. Motion Carried (5-0). 2018 Budget: 6.2% increase of expenditures proposed for 2018. Highway Department: Abeles-Allison explained that the levy for Highway is proposed to decrease because Debt Service (Northern Lights) will not be able to be used in 2018. Toepfer reported that the 2018 Highway Department budget is essentially the same as 2017. A handout was provided of the department’s budget summary/narrative. Funding for paving the Iron River and Mason highway garage parking lots was removed from the budget, but could be funded if the end of year fund balance allows for it. The committee discussed the roads planned for improvement in 2018 as well as planned equipment replacements. Sheriff: The 2018 budget includes one new Jailer and .5FTE CCO. Abeles-Allison reviewed the introductory paragraph of the budget narrative, which summarizes the department’s budget proposal for 2018. Sheriff Susienka explained the need for the additional staff, particularly in the Jail. Discussions are underway to house female inmates from Ashland County. The capital requests for the Sheriff’s Office were reviewed totaling approximately $47,250. Abeles-Allison noted specific items that were requested that he is not recommending for funding: UTV, Drone (budgeted in Land Records). Lengthy discussion was held regarding whether a Drone is an appropriate purchase for the county, or if the services of a drone should continue to be contracted. The committee also had a brief discussion regarding staffing of the Red Cliff police department. Human Services: The 2018 levy proposes and increase of $10,000 which is for the Meal Site Facilitator at the Port Wing meal site. Skulan explained that expenses for out of home placement in 2017 is alarming, and may result in a projected $270,000 budget deficit. Overall, the budget is very consistent with 2017. No new staff is planned for this department. Personnel Proposals: Abeles-Allison reviewed the proposals for new staff in 2018. Statistics for wages and benefits for the last 3 years were reviewed. WRS rates were reviewed. A summary of new and/or increased positions was reviewed. Staff related proposals include: PT Meal Site Facilitator, PT Help Desk Technician, Increased hours for vehicle cleaner, FT Jailer, PT CCO, FT Forester, PT County Clerk. Positions that were requested, but are not included in the proposed budget include: FT Help Desk Technician (recommended at .5FTE), GIS Assistant, Survey Technician, Increased hours for Sheriff’s Office Clerk, PT Register of Deeds Clerk. Budget Changes Spreadsheet: A spreadsheet was reviewed which lists corrections that have been identified that need to be made in the budget. It was reported that WCA will be supporting the PILT Resolution presented by Bayfield County. Next budget meeting is tomorrow, Sept 28 and then Monday, Oct 2. Closed Session is tabled until Oct 2.
