Bayfield County Executive Committee Meeting

Meeting called to order at 5:00 pm by Chairman Rondeau. Rondeau explained that because the
Highway Committee has not yet met to appoint a member to the Executive Committee, election
of new Chair and Vice-Chairman position will not occur until the May 10 meeting.
Review of County Board action taken on April 17, 2018 regarding Business Park Tenants
and ongoing procedures: Abeles-Allison reviewed action that was taken at the April 17 County
Board meeting.
1) Approval of CDBG Grant Application
2) Written development Agreement to be brought to the Executive Committee.
3) Amendatory Resolution for rezone was approved.
4) TEA Grant through the WISDOT was approved for application.
Following the County Board meeting, a summary and letter was sent to World Class. When
Corporation Counsel and the County Administrator spoke with World Class the following day,
World Class expressed some concern. One concern was with the amount of grant funding that
was available when the matching funds were taken into consideration. Another concern was
centered around comments that were made by one or more members of the County Board.
Invitation was extended to World Class to attend this meeting. World Class has expressed
willingness to meet with Scottie Sandstrom and Mark Abeles-Allison. Carlson reported that
World Class suggested that the county discontinue pursuit of the grant funding on their behalf.
Further communication with the Community Development Block Grant administrator stated that
a waiver could be submitted for waiver of the 50% match rule.
Bayfield County is not considered a “Hub Zone” or “Opportunity Zone”.
A draft letter was shared with the committee reaffirming the County’s support of World Class’s
relocation to the Bayfield County Business Park.
Motion Pocernich, Gordon to enter in and out of closed session pursuant to Wisconsin Statutes:
§19.85(1)(e) to deliberate or negotiate the purchase of public properties, the investing of public
funds, or conduct other specified public business, whenever competitive or bargaining reasons
require a closed session to discuss business park tenant lease and agreement related issues.
Sandstrom, Bucy, Carlson were allowed to remain in the closed session. Motion Carried (5-0)
Entered closed session at 5:23pm.
Motion Gordon,Strand to return to open session.
Motion Carried (5-0 ) Returned to open session at 6:03pm
