HomeMy WebLinkAboutExecutive Committee - Minutes - 9/19/20191 Minutes of the Bayfield County Executive Committee Meeting 5:00pm, September 19, 2019 Emergency Operations Center (EOC), Bayfield County Annex, Washburn, WI Members Present: Brett Rondeau, Jeff Silbert, Jeremy Oswald, Dennis Pocernich, Fred Strand, Tom Gordon Members Excused: None Others Present: Mark Abeles-Allison, County Administrator; Allison Radke, Clerk; Harold Maki; Paul Johanik Meeting Called to Order at 5:00pm by Rondeau. Public Comment: None received. Motion by Strand, Gordon to approve minutes of the September 12, 2019 Executive Committee meeting. No additions or corrections. Motion Carried (6-0). Budget 2020 Discussion: County Administrator Abeles-Allison provided a summary of the 2020 Bayfield County budget, with comparisons to 2019. 1. Highway Commissioner Paul Johanik was asked to speak at the meeting regarding the proposed highway budget. It is proposed to increase the budget levy for the purpose of county road repair. 9 miles per year? 5 mile plan or 10 miles? For highway machinery, it suggested to do 5 truck replacements. 1 per year. Governor’s Fund has announced 72 million. There was a discussion regarding Pigeon Lake. Highway Commissioner Paul Johanik exited after providing information and answering questions. 5:23 p.m. 2. A preliminary audit report came in from the auditors. Fund balance was discussed. 3. Personnel/staffing additions: Land Conversation proposed a summer intern. Register of Deeds, IT, Sheriff, Criminal Justice all proposed additional staffing of .5 fte positions. Increased labor costs and health insurance costs were discussed. 4. Projects: a. The buildings have become more secure since the 2017 security study. b. HS lower level- 4 offices. Design work is almost completed. 2 c. Jail remodel- in the planning stages in 2019. d. Jail cameras- increase security and reduce liability in the jail. e. Delta landfill- landfill washed out after the 2018 storms. 87.5 % funding will come from FEMA and the remaining 12.5 % will come from the Town of Delta and/or Bayfield County. f. Aerial imagery- the idea is to secure funding from partner organizations. Potential donors include Bureau Indian Affairs, National Park Service, National Forest Service, Red Cliff, Bad River. Specifics of recommended project details by department. Remove $6,500 for the EOC Meeting room carpet. Per Rondeau, Strand, Pocernich. MARK: Please look into Land Records $120,000. Spread cost over 2 years? Per Dennis. Possible? Edit pg. 310 Total: $86,200 for Tourism/Fair Human Services Department: $50,000 for furniture. Seems high per Strand. The levy was discussed further. A few modifications were discussed: Port Wing bridge aide, Planning and Zoning electronic permits, Forestry park caretaker. Libraries, Bay Area Rural Transit bus, local airports, and Bayfield County Economic Development Corporation were discussed. Worker’s Compensation has increased significantly.
