Dear Committee Members:
This letter is written to inform you of the Bayfield County Personnel Committee
Meeting scheduled for Thursday, October 17, 2002 at 4:00 p.m., in the County
Board Room of the Bayfield County Courthouse, Washburn, Wisconsin. The agenda
for this meeting is as follows:
AGENDA
1. Call to Order;
2. Motion Regarding Minutes of August 15, 2002 Personnel Committee Meeting;
3. Discussion and Possible action regarding Options for Current Dispatchers to
transfer into a Civilian Communication Operator Position (CCO) and wage
considerations. Attached is a sheet prepared by Larry Weber outlining these
issues. Last year the personnel committee established wage packages for the
CCO position. This new proposal would allow existing Jailer/Dispatchers to
become CCO’s and retain their current wage levels. The proposal would freeze
their current wage levels until the already established CCO wage levels catch up
to them. This may allow us to retain and compensate our experienced
dispatchers.
4. Discussion and possible action regarding promotion of a Deputy II to Corporal
in the Sheriff’s Department in 2003. This request would follow the promotion
procedure specified in the union contract. We currently have two sergeants
and two Corporals. One additional Corporal would allow us to have supervision on

5. more shifts per week. Estimated cost for the first year is approximately $600.
This was figured into the 2003 budget. If approved we would start the process
and have the position become effective in January of 2003.
6. Executive Session Items.
Discussion and possible action regarding employment status of Bernice Fuhrman.
The committee may enter in and out of Executive Session pursuant to Wisconsin
Statute 19.85(1)(c ) for the purpose of Personnel issues.
Discussion regarding Union Contract Negotiation Issues for 2004-2005 contract
periods. Attached is an excellent negotiation summary from the WCA conference
last month. The committee may enter in and out of Executive Session pursuant to
Wisconsin Statute 19.85(1)(c ) for the purpose of Collective Bargaining issues.
