Dear Committee Members:
This letter is written to inform you of the Bayfield County Personnel Committee
Meeting scheduled for Thursday, November 21, 2002 at 4:00 p.m., in the
County Board Room of the Bayfield County Courthouse, Washburn, Wisconsin. The
agenda for this meeting is as follows:
AGENDA
1. Call to Order;
2. Motion Regarding Minutes of October 17, 2002 Personnel Committee Meeting;
3. Direct Deposit Update
4. Establish new position of Clerk III for Veteran’s Service and Emergency
Government Offices. Currently the Emergency Government Office is without
clerical support and the Clerk in the Veteran’s Service Office will likely become
full-time in the Register of Deeds Office, leaving a vacancy in the Veteran’s
Service Office. It is proposed that a full-time employee be hired to work ½
time in the Emergency Government and ½ time in the Veteran’s Service Office.
The two offices would share a secretary’s office so that both offices would be
staffed at all times. Due to the range of responsibilities, it is proposed that
this position be classified as a Clerk III for payroll purposes. This position was
budgeted at this level in the 2003 budget. The starting wage for a Clerk III in
2003 would be: $14.01. The 18 month rate is $15.12. It is our hope to have
someone on board by early to mid-December to provide for some overlap with
existing personnel. We will be creating a combined job description and working

with both department heads to determine how the position will be shared
between the two departments. The current Veteran Service Officer Secretary
is a Clerk III,. The current Emergency Government Position is a Clerk I. I
recommend that this position go to a Clerk III.
5. Personnel Policy Update: There are currently nine sections to our Personnel
Policy Manual. Over the next several months, I would like to review these with
you and make recommendations on modifications. The first three sections are
attached here. I would like to suggest changes to the third section entitled
“Responsibility for Personnel Administration”. I have put marks next to
sections that I think should be modified. The modifications should include the
County Administrator in these processes. Prior to approving changes to
individual sections I recommend we finish reviewing the entire project.
6. Miscellaneous update
a. There were no jailer/dispatchers who moved to the CCO position based
on the proposal approved at the last meeting.
b. The Sheriff’s committee approved establishing a third Corporal Position
in 2003.
c. Union Side letter on LCC grant positions (attached here). Reviewed by
Union, we are waiting for a formal response.
d. Direct Deposit: Scheduled to begin in January. So far 90 employees have
signed up. This is available to Supervisors as well.
e. Forestry Position: Job Posting was sent out by the Forestry Department,
applications to be returned by December 20. Estimated starting date will
be in February or March 2003.
f. Van Driver: A new driver (Lorraine Benson) was hired in the Human
Service Department for delivering meals.
7. Executive Session Items.
Discussion and possible action regarding employment status of Bernice Fuhrman.
The committee may enter in and out of Executive Session pursuant to Wisconsin
Statute 19.85(1)(c, f) for the purpose of Personnel issues. The Sheriff Committee
extended the leave of absence for 30 more days based on new information.
Personnel would need to confirm in order to extend.

Discussion regarding Union Contract Negotiation Issues for 2004-2005 contract
periods. The committee may enter in and out of executive session pursuant to
Wisconsin Statute 19.85. (1, e)
