Kacvinsky, Neil R. Paulson & Brett T. Rondeau Members Absent: Thomas Frizzell Others Present: Mark Abeles-Allison, Verne Gilles, Kenneth Jardine, Karl Kastrosky, Kris Kavajecz The meeting was called to order by Chairman Blahnik at 4:00pm. Minutes of the January 10th Meeting: Motion by Rondeau, Second by Kacvinsky to approve the minutes of the January 10th meeting. Motion Carried. Review of Reclassification Procedure: Abeles-Allison reviewed the existing process for reviewing reclassifications. A brief discussion was held regarding the responsibility of the Administrator and the prospect of requiring that reclassifications be reviewed by the Administrator rather than a reclassification committee. Motion by Paulsen to immediately dissolve the reclassification committee and require all reclassification requests be processed through the County Administrator. It is further moved that after review by Administrator, the recommendation be forwarded to the department committee and if approved then be forwarded to the Personnel Committee. Second by Kacvinsky for the purpose of discussion. Paulson amended his motion to include approval for Administrator to work with Unions to effect and necessary changes. Discussion by committee regarding the proper procedure to dissolve the reclassification committee. Administrator will converse with unions regarding the wording in the contracts with respect to the Administrator evaluating reclassifications in the place of a formal reclassification committee. Discussion included the need to speak to current members of the reclassification committee to thank them for their efforts in the past. Second by Kacvinsky on the amended motion. Motion Carried. Mark explained that his office is working on a process to improve the information that is provided when evaluating reclassifications. Review of Assistant Zoning Administrator Job Description: Abeles-Allison reviewed the background on this issue. The proposed job description was reviewed. Discussion regarding whether a degree should be required for this position. Kastrosky and Paulson agreed that a degree was warranted. Other committee members felt that experience was ample qualification, in lieu of Bachelor’s Degree. Abeles-Allison explained that he will be adding "Physical Demands" as a category on each job descriptions to outline some of the physical requirements of the position. Motion by Kacvinsky to adopt revised job description for Assistant Zoning Administrator as presented, including the addition to the Physical Demands. Second by Rondeau. Roll call vote was taken. Rondeau-Yes, Blahnik-Yes, Kacvinsky-Yes, Paulson-No. Yes-3, No-1, Motion Approved. Review of Department Head Evaluation Process: Abeles-Allison explained that according to County Policy, Department Heads are to be evaluated by July 1 of each year. Abeles-Allison and Gilles performed a 3-month review of Veteran's Service Officer, Chris Johnson. Paulson stated that he would like Abeles-Allison to provide a proposed policy for performing Department Head Evaluations. Rondeau agreed and added that Abeles-Allison should bring any concerns to the Personnel Committee. Kacvinsky suggested that Abeles-Allison perform the evaluations, but meet with the respective Department Head’s committee to compile the evaluation. Paulson suggested that Abeles-Allison make any necessary changes to the county Policy & Procedure Manual as well as any forms that are used. Union Contract Modifications, WPPA: A motion was made by Rondeau, Second by Kacvinsky to enter executive session pursuant to 19.85(1)(e), Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, and pursuant to 19.85(1)(C), Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, and may take any action necessary from the executive session regarding: the letter from the WPPA outlining typographical changes to the WPPA contract wherever reference to Deputy I is made, and for the purpose of discussing & approving the proposed Working Foreman Job Description. Motion Carried. Paulson excused himself and would return following the discussion pertaining to the WPPA Contract. Motion by Kacvinsky, Second by Rondeau to move out of executive session pursuant to 19.85(1)(e), Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, and pursuant to 19.85(1)(C), Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility and may take any action necessary from the executive session regarding: the letter from the WPPA outlining typographical changes to the WPPA contract wherever reference to Deputy I is made, and for the purpose of discussing & approving the proposed Working Foreman Job Description. . Motion Carried.. Abeles-Allison provided a handout of staffing statistics for county departments. The spreadsheet listed the number of Full-Time, Seasonal, Part-time, and LTE employees in each department. There being no further business to come before the Personnel Committee, a Motion was made by Paulson, Second by Kacvinsky to adjourn. Motion Carried. Meeting adjourned at 5:35pm
