HomeMy WebLinkAboutPersonnel Committee - Minutes - 8/15/2002Personnel Committee Meeting Minutes Aug 15, 2002 4:00pm Bayfield County Board Room Members in Attendance: Brett Rondeau, John Blahnik, Dave Good, Neil Paulson Members Excused: Harold Maki Others in attendance: Verne Gilles, Diane Daulton, Bill Kacvinsky, Kris Kavajecz, Mark Abeles-Allison Discussion of Two new LCC Grant Positions for FY2003: Diane Daulton presented and explained a handout which outlined three positions that the ABDI Land Conservation Department is proposing to begin in FY2003. Grant funding for a Civil Engineering Technician/Restoration Specialist would be fully paid by grant dollars and would terminate when grant funding is exhausted. A second position, Conservation Program Specialist would be funded in part by grant dollars and in part by existing levy dollars. This position would also terminate when grant funding is exhausted. The third position, Stewardship Credit Program Coordinator, is proposed to be a ½ to ¾ time position, which is proposed to be a permanent position, funded annually by grant dollars. Discussion was held regarding the correct procedure to be used so that if the positions are authorized the prospective employees and unions agree that these positions are contingent upon grant funding and are limited to a two-year term. Suggest to ask union for side-letter outlining the two-year term of these positions to prevent the permanent hire of employees that then becomes the responsibility of the county for wages. Question from Paulson if contract employee is an option. Daulton responded that a contract employee is not an option because of the technical skills required. Discussion regarding job descriptions and duties of each position and how these positions would interact with other county departments, particularly Zoning. Resource Management Specialist will work with the Zoning Dept on issues important to them. Daulton added that no additional resources will be needed to support these positions ie..vehicles, computers, etc. Gilles and Good stated that the LCC committee unanimously support these positions. Paulson questioned if these individuals, once they are union members, if they would have bumping rights over other county employees when the grant funding was exhausted. Paulson commented that concerns have been raised in the past regarding assistance from LCC for the Zoning Dept and he would like clarification of how much time these new positions would devote to working with the Zoning Dept. Abeles-Allison will work with Zoning and LCC to determine guidelines for interaction between the two departments. DIRECT DEPOSIT UPDATE: AFSCME requested a direct deposit program during the 2002 contract negotiations. Each union has now agreed to enter into a direct deposit program and convert from a 24 to 26 pay period per year. In addition, direct deposit of payroll checks will be optional to those who wish to enroll. To facilitate the 5-day lag, beginning at the end of Augusts, one pay day per month will be withheld through the end of the year. Motion by Rondeau, Second by Good to approve the County Administrator and County Board Chairman to sign side-letters from each union authorizing the implementation of a direct deposit program. Motion approved. Discussion and Possible Action Regarding Sheriff Department Inmate work program. Abeles- Allison reported that the Sheriff’s Committee decided not to dedicate county dollars for this program. Previously, CEP paid a displaced worker to supervise Inmates while on work release projects as coordinated by the county. Due to the recent injury of the Supervisor and ongoing legal issues regarding worker’s compensation, CEP will no longer pay a supervisor for this program, but will continue to pay for the inmates to work in this program. Discussion of the positives of this program and the hope that it can somehow continue in spite of the disagreement with workers compensation. No action taken at this time. FY2003 Staffing Considerations: Abeles-Allison reviewed staffing requests that have been received for consideration in the 2003 budget. A request has been received from Forestry for 1 additional forester. Abeles-Allison explained that there is potential to create a full-time position for veteran's service and emergency government combined. Good commented that he likes the concept of the combined Emergency Government and Veteran's Service Secretary positions, however, he questions the timing of the combining of the positions due to the critical point we are at with implementing 911. Suggest to retain a full time person in Emergency Government for now until the 911 system is fully implemented. Motion by Rondeau. Second by Good to enter exec session pursuant to Wisconsin 19.85(1)(C) for the purpose of discussion and possible action regarding compensation for the Administrative Consultant. Roll Call Vote: All yes Motion Carried. Motion by Good, Second by Rondeau to return to regular session. Motion Carried. Motion by Paulson, Second by Good to adjourn. Motion Carried. Meeting adjourned at 5:00pm. .
