MOTION REGARDING MINUTES OF AUGUST 15, 2002 PERSONNEL COMMITTEE
MEETING: Motion by Rondeau, Second by Good to approve minutes of Aug 15, 2002 meeting with
corrections. Motion carried.
Correction to August 15 minutes was that Executive session was only entered and exited once, after the
discussion regarding 2003 staffing.
DISCUSSION AND POSSIBLE ACTION REGARDING OPTIONS FOR CURRENT
DISPATCHERS TO TRANSFER INTO A CIVILIAN COMMUNICATION OPERATOR
POSITION (CCO) AND WAGE CONSIDERATIONS: Susienka explained that when the decision was
made to separate the dispatch function from the jail, it was decided to create new, non-union positions
called Civilian Communications Operators ( CCOs). Current Jailer/Dispatchers that are interested in
becoming CCOs must resign their current position and apply for a CCO position. Two CCO's have been
hired to date. Abeles-Allison explained that current dispatchers have expressed some interest in
transferring into the CCO position, however, they have expressed that their pay would be decreased and
they would lose their protective retirement status. Jailer/Dispatchers that choose to retain their current
position will become strictly Jailers. The proposal is that we permit those employees interested in
transferring into a CCO position to retain their current rate of pay, and that their rate be frozen until all
other CCOs reach the same pay level. This is estimated to take approximately 2.5 years.
Paulson suggest that another option may be to permit those employees that wish to transfer be permitted to
retain their current pay, with annual increases for the duration of their employment, but hire new employees
at the previously established hire rate. Abeles-Allison pointed out that there is an uncertainty regarding
whether the joint dispatch center will become a reality and that if it does become a reality, the oversight
entity may determine a whole new wage scale for all dispatch personnel.
Question by Maki as to the status of the Jt Dispatch.
Comment by Good that the current Jailer/Dispatchers have the opportunity to remain in their current
position. There was an exchange of rationale for both viewpoints.
Motion by Good, Second by Maki to approve the dispatcher retention proposal as presented. Wages be
frozen at $16.10 until all other dispatcher reach the same wage rate as well as all other provisions listed
on the handout that was provided.
Comment by Follis that current employees are dedicated and he feels this offer is a good opportunity to
offer an option to current employees. Comment from Paulson that this offer is not enticing for employees
to transfer to the CCO position. Rebuttal by Good was that the employees have the option to remain in
their current position and not lose any pay or benefits. Roll Call Vote: Maki-Yes, Good-Yes, Rondeau-Yes,
Blahnik-Yes Pauslon-No. Motion carried.
DISCUSSION REGARDING PROMOTION OF DEPUTY II TO CORPORAL IN THE SHERIFF'S
DEPARTMENT. Paulson announced that he would not participate due to potential conflict. Susienka
explained that in the past the Sheriff’s Department had 3 Corporals. One of those positions has been vacant
for a number of years due to the promotion of one Corporal to Recreation Officer. Susienka explained the
supervisory function of a Corporal and explained that the he money was budgeted in 2002 and 2003 for this
promotion.
Susienka explained that there are two road officer shifts per day. There are two Sergeants in the
department and the Sear gents work opposite shifts. Approximately 1/2 of all shifts are unsupervised by
Sergeants. Comment by Follis that he feels it is important to have the front line supervision and the
opportunity for promotion. Susienka explained that the difference between Sergeant and Corporal is that
Sergeant has authority at all times, on or off duty. Corporals only have authority while on duty.
Motion by Rondeau, Second by Good to approve the implementation of this position with the review and
approval of the Sheriff's Committee. Motion Carried. Paulson Abstain due to possible conflict.
Motion by Rondeau, Second by Good to enter executive session pursuant to Statute 19.85(1)(c) for the
purpose of discussing employment status of Bernice Fuhrman.
Motion by Good, Second by Maki to return to open session. Motion carried
Motion by Paulson, Second by Good to Adjourn. Motion Carried.
