Blahnik, Vice-Chair David Good Harold Maki Neil R. Paulson Brett T. Rondeau, Chairman The meeting was called to order at 1:00pm on July 18 in the Bayfield County Board Room Members Present: Neil Paulson, David Good, Harold Maki, Brett Rondeau, John Blahnik Others Present: Bill Kacvinsky, Mark Abeles-Allison, Kris Kavajecz A motion was made by Harold Maki and second by Neil Paulson to approve the minutes of the June 20, 2002 meeting as presented. Motion Carried A motion was made by Neil Paulson and second by Brett Rondeau to enter executive session pursuant to §19.85(1)(C ) for the purpose of discussing the reclassification of Sheila Mack from a Coordinator 1 to a Coordinator 2, and for the purpose of discussion and possible action regarding various Department Head and Section manager evaluations. Roll Call Vote. Paulson-Yes, Good-yes, Maki-yes, Rondeau-Yes, Blahnik-Yes. Motion Carried A motion was made by Paulson and second by Good to reconvene into open session. Role Call Vote Taken. Paulson-Yes, Good-yes, Maki-yes, Rondeau-Yes, Blahnik-Yes. Motion Carried . Abeles-Allison provided a handout of a revised draft Department Head Evaluation Form. Abeles-Allison explained the changes that were made to the form including. The category of yes/no for the purpose of evaluating performance was changed to a Scale of 1-5 for rating performance in each category. A section for Administrator evaluation of the Department head was added and a change was made to the section which referred to the attire of the individual. The criteria was re-worded to state the employee “Properly represents the county”. Comment by Good to add a section for employee comments. Questions from Maki: How effective are the evaluations and how long has the evaluation process has been in place. Who conducts the evaluations? Abeles-Allison responded that he is now conducting evaluations on all Department Heads. Any concerns should be brought to the County Administrator so that there is a central communication point and he will then determine the next step in the process. Brief discussion regarding the waste tire disposal facility in Drummond. Direct Deposit Update. Unions have been pushing for direct deposit program for quite some time. Proposal is to change from a 24 pay period year to 26 pay periods per year. There is some struggle with implementation of a lag time for pay. It would be necessary to implement a lag for payroll purposes in order to implement the direct deposit program. Question by Good if it is cost effective for the county to compute payroll or if we should look at contracting with an agency to process county payroll. Motion by Rondeau, second by Paulson to adjourn. Meeting adjourned at 2:35pm.
