HomeMy WebLinkAboutPersonnel Committee - Minutes - 6/12/2003Personnel Committee Minutes June 12, 2003 8:30am Bayfield County Board Room Members in Attendance: John Blahnik, David Good , Neil Paulson, Harold Maki Members Excused: Brett Rondeau Others Present: Kathryn Prenn, Thomas Gordon, Mark Abeles-Allison, Kris Kavajecz Motion by Good, Second by Paulson to approve the minutes of the May 15, 2003 meeting. Motion Carried. Motion by Paulson, Second by Good to enter Executive Session pursuant to WI Statute 19.85(1) (e) for the purpose of conferring with legal counsel and discussing negotiation strategy for collective bargaining unit contracts Roll Call Vote: All Yes Motion Carried. Motion by Good, Second by Maki to return to open session. Roll Call Vote. All Yes, Motion Carried. Union Representatives were invited to join the meeting at this time. Representing the AFSCME Union were: John Bennett, Scott Fibert, Mike Furtak, Lynn Divine, and Jim Mattson. Introductions of all participants were made. Prenn reviewed the ground rules for the discussion. Union requested closed sessions for future meetings. County proposed that meetings go no later than noon and the union agreed. Prenn requested that at the end of each meeting, goals for next meeting be established. Next meeting was set for June 18 at 9:30am. Union suggested that tentative agreements should be given a time in notes. Prenn requested that each group take their own notes. Mattson provided a copy of the union proposal. 1) Wages: Union requests 3% across the board. 2) Willing to open discussion for extension of contract for one or more years. 3) No Proposed changes to health insurance were provided. Prenn provided copies of the County Proposals. 1) Section A (Health Insurance): a. Change the Employer contribution to 88%. b. Change the deductible to a $300 / $600 / $900 front-end deductible. c. Change the out-of-pocket expenses to $300 / $600 / $900. d. Change the drug card co-pays to $10 / $30 / $50. e. Add an office visit co-pay of $20 per visit. f. Increase emergency room co-pay to $75 per visit. Prenn reviewed the list of county proposals. Suggestion from Union that other insurance carriers may need to be considered for lower premiums. 90% to 88% county premium payment equates to approximately $23 per month increase insurance costs for employees. Prenn pointed out that state retirement rates are anticipated to increase this year. The county pays the entire amount of the retirement premium. Items b&c of the county proposal equate to approximately a 5% reduction in health insurance premiums. Prenn provided an explanation of the drug card co-pay proposal. Estimated 4% insurance premium savings. Office visit co-pay savings of approximately 2%. Increased co-pay for emergency room visits from $25 to $75. The savings for this change is unknown. Prenn explained that these changes are targeted at the persons that use the insurance, rather than all employees. Union requested to caucas at 10:20am. Discussions resumed at 11:07am. Response from union to County: a) NO will not even consider b) Counter offer $200, $400, $600 no change to out of network c) Counter offer $200, $400, $600 d) Counter $10, $20, $30 e) Agree f) Counter offer $50 Wages Propose: 3% 1/1/04, 1% 7/1/04, 3% 1/1/05, 3% 1/1/06 County requested caucas at 11:11am Discussion of wage proposal and impact of health insurance changes. Discussion regarding the two positions (Van Driver and Meal Site Manager) wages. Propose to move these positions to a higher level. Increase wellness physical from $200 to $300. Also, allow new employees to be eligible for health insurance coverage after one full month of service rather than wait 6 months. Discussions resumed at 11:35am. Prenn and Abeles-Allison met with the Union Representatives to share the counter proposal. AFSCME requested to caucas at 11:40am. Discussions resumed at 11:50am Union response: 1) Health insurance proposal no change to previous proposal. 2) Wages: 2004-3%, 2005-3%, 2006-2% 1/1/06 & 1% 7/1/06 3) Adjust van driver and meal site manager effective January 1, 2004 County request caucas at 11:50am. Discussion of wage request. Prenn & Abeles-Allison present Union with proposal. A tentative draft agreement was presented for signatures. All parties signed. Union will meet on Wednesday, June 18 to vote on ratification of the agreement. The County Board will vote on ratification at the June 24, 2003 County Board Meeting. Meeting with the union concluded at 12:40pm. Motion by Good, Second by Maki to adjourn. Motion Carried. Meeting adjourned at 12:45pm.
