HomeMy WebLinkAboutPersonnel Committee - Minutes - 1/16/2003Personnel Committee Meeting Minutes January 16, 2003 1:00pm Bayfield County Board Room Members in Attendance: Dave Good, John Blahnik, Harold Maki, Neil Paulson, Excused: Brett Rondeau Others Present: Mark Abeles-Allison, Kris Kavajecz, Kim Hurtz Motion by Paulson, Second by Maki to approve the minutes of the November 21, 2002 meeting. Motion Carried Motion by Paulson, Second by Maki to enter Executive Session pursuant to Wisconsin Statute19.85(1)(e) to discuss union negotiation issues. Motion by Paulson, Second by Maki to return to Open Session. Roll Call Vote All-Yes. Motion Carried. Personnel Policy Change Review: Abeles-Allison reviewed changes he is recommending to Section III of the Policies & Procedures Manual. Comment from Blahnik that item B should include that recommendations from Dept Head, Oversight Committee and Administrator should accompany requests to the Personnel Committee. Comment from Good that if the Administrator and Dept Head cannot agree on the appropriate action, the oversight committee should then review it and either disapprove it or recommend it to the Personnel Committee. Comment from Paulson that the Personnel Committee recommends approval of policy changes to the County Board, but that the full board must approve final changes. Motion by Paulson to approve the amended policy with the revisions previously discussed and forward the policy to the County Board for approval. Second by Good. Motion Carried. Mark has solicited suggestions from the Dept Heads for changes to the Policy & Procedure Manual. Once all changes are made, the fully revised document will be presented to the County Board for approval. Update on Miscellaneous Topics: Abeles-Allison provided brief updates as follows: Register Of Deeds Deputy Appointment-Jodi Blakeley, effective January 6, 2003 Register Of Deeds. The 1/2 time Recording and Imaging Clerk interviews will be conducted on January 20th. Interviews to be conducted by Pat Olson, Marco Bichanich and Mark Abeles-Allison Veteran's Service/Emergency Government Secretary was filled by Nancy Brown Brian Gierczic was hired as Civilian Communications Operator . 4 more CCO's are to be hired in the near future. AFSME side letters: A side letter was drafted outlining 2 grant positions with LCC. With approval of AFSME, these employees will be non-union. The letter will state that the union agrees to this for 1 year with an extension of 1 additional year if there is no change of status of the employee. Side letter for alternate work schedule for Human Services. This side letter has actually been in place for a couple of years. The reason it is being re-addressed is mainly because incorrect dates were printed in the union contract. Abeles-Allison attended 2 Forester interviews today, 6 total applicants will be interviewed. The position should be filled by the end of the month. Experience Works/Green Thumb employee, Jim Clarke was hired and started this week. The position is 100% funded by Experience Works. He will be working 21 hours per week total in the Sheriff's Department, Zoning and possibly Register of Deeds offices. Paul Paulson was promoted to Patrol Corporal in the Sheriff's Department. Register of Deeds office has Amy Sharp working as an LTE during the interim until the 1/2 time Clerk position is filled. Question from Maki if the wage for the Meal Delivery Driver position has been reviewed. The committee discussed that this is a union negotiation issue. Also, Skulan is looking into changing the responsibilities of this position and thus creating a new job description, justifying a re-evaluated wage. Comment from Blahnik that this may be an opportunity to coordinate with the local food shelf for deliveries since the meal program and the food shelf program often service the same individuals. Motion by Paulson, Second by Good to Adjourn. Motion Carried Meeting adjourned at 4:15pm Request from Maki to hold meetings later in the day. Next meeting is scheduled for February 20th at 4:00 if needed.
