Minutes of the
Bayfield County Personnel Committee
June 9, 2004- 2:00 p.m.
Bayfield County Board Room, Bayfield County Courthouse, Washburn, WI
The meeting was called to order by Chairman Blahnik at 2:05 p.m. Present
were: Brett T. Rondeau, David L. Good, Delores Kittleson, and John J. Blahnik. Absent
was Neil R. Paulson. Others present were: County Administrator, Mark Abeles-Allison
and Deputy County Clerk, Dawn M. Bellile.
A motion was made by Rondeau and seconded by Good to adopt the
Personnel Committee Meeting minutes of May 20, 2004. The motion carried.
A motion was made by Kittleson and seconded by Rondeau to move into
Executive Session pursuant to Wisconsin Statutes §19.85(1), (e), (c) for the
purpose of discussing collective bargaining issues regarding a side letter with
Civilian Communications Operators in the WPPA Union and employee promotion
and compensation. A roll call vote was taken as follows: Good-yes; Rondeau-
yes; Kittleson-yes; Paulson-absent; Blahnik-yes. Total: 5, 4-yes, 1 absent. The
motion carried.

Staffing Updates and Discussion.
a) Clerk of Court – 3 people posted into this position. The position was
awarded to Deidre Zifko as she had the most seniority. Her effective date
will be July 1st . It was reported that the 40% Judicial Assistant position
will be in tomorrow’s paper. It has also been posted on the bulletin board
as a courtesy. It was noted that the Judicial Assistant position is
appointed by the Judge.
b) UW-Extension – Supervisor Kittleson reported that the State is still
working on funding the position and it will hopefully be filled soon. 4-H
summer help has been hired along with 6 people to help with the fair.
c) Highway – Interviews were held on June 8th for the equipment operator.
All outside summer help has been hired. Sue Butterfield was hired for the
Confidential Secretary position and advertising is now being done for the
Accounts Payable clerk position, which Sue previously held. Advertising
and posting is being done simultaneously.

d) Summer Help in Register of Deed’s Office. Amy sharp who has helped
in the past in the in the Register of Deed’s office is no longer available.
Help is still needed and Pat Marcoulier has agreed to help out sporadically
throughout the summer.
e) Jailer – Home Health Aid. Gail Cook has been hired to work full-time in
the Sheriff’s Department as a jailer. She now works as a home health aid.
The vacancy of the home health aid position will be advertised.
f) Zoning Department. Lisa David who currently works part-time in the
Zoning Department will be resigning her position. Advertising will be done
to fill this position. Right now, David works a couple of hours a day during
the summer months. The vacancy for this position will also be advertised.
g) Employee of the Year Update. Forms have been sent to the 4 groups
within the Courthouse, Highway, Courthouse, Human Services, and
Sheriff’s Department. A committee has been designated to review the
recommendations.
h) Employee Picnic. The employee picnic is scheduled for June 24th from
12 to 1. Presentation of employee of the year awards will be presented at
the picnic.
Exit Interview Report. Abeles-Allison went over exit interview reports received
from those employees who have either quit their jobs or retired. It was noted the
different comments made by each.
Decision Suite Report. Abeles-Allison passed out a document entitled
“Decision Suite Report.” This document is a data reporting and analysis for the period
of January through December, 2003 compiled by Midwest Security. The Committee
reviewed the report and briefly went through it together. They were asked to take it
home with them to review it more thoroughly. A meeting is scheduled for Monday, June
14, 2004 with Kim Hurtz, our insurance representative, and Bayfield County employees.
Committee members are encouraged to attend. Discussion took place on having Ms.
Hurtz come up again toward the end of the summer or to even participate in a telephone
conference call at the next Personnel Committee meeting.
Personnel Policy & Procedures Manual Revisions. Abeles-Allison went over
a list he received from department heads regarding suggestions for the Policy &
Procedures Manual. (See attached). Abeles-Allison had comments for each of them,
however, the Committee didn’t have current Policy & Procedures Manual and thought
they should have this in hand before going over the suggestions as passed out. Copies
will be made for the Committee and this will be put on the next Personnel Committee
agenda.
Reclassification Review. Abeles-Allison reported that he has not gone over
each of the request thoroughly. The attached sheet has only been gone through by the
Departments Heads. He went on to state that the Department of Human Services has a
pretty specific procedure on their reclassifications, which other departments do not

have. Abeles-Allison reported that he reviews the reclassifications and makes his
recommendation to the Personnel Committee.
Administrator’s Report. Abeles-Allison stated that he has been busy working
on his arbitration brief and plans to have it done by June 20th. After he is completed
with the brief, he will send it to Attorney Kathryn Prenn for her review and comments,
and after Attorney Prenn has made her recommendations, he will send it to the
Committee members, marked confidential, for their review.
There being no further business to come before the Personnel Committee, a
motion was made by Rondeau and seconded by Good to adjourn. The motion
carried, and the meeting adjourned at 3:40 p.m.
