HomeMy WebLinkAboutPersonnel Committee - Minutes - 4/1/2004L:\COMMITTEES AND BOARDS\PERSONNEL COMMITTEE\2004\Personnel Committee Minutes 040104.doc Page 1 of 2 Personnel Committee Minutes April 1, 2004 4:00pm County Board Room Members in Attendance: Brett Rondeau, John Blahnik, Dave Good, Neil Paulson, Harold Maki Others in attendance: Bill Kacvinsky, Mark Abeles-Allison, Kris Kavajecz, Dee Kittleson Meeting was called to order at 4:00pm by Chariman Blahnik Motion by Paulson , second by Rondeau to approve the minutes of the February 19, 2004 Personnel Committee Meeting as presented. Motion Carried. Motion by Rondeau, second by Good to enter Executive Session pursuant to Wisconsin Statute 19.85(1)(e,c) for the purpose of discussing Collective Bargaining Issues, Grievance discussion and possible action and Exit interview of former employee. Roll Call Vote: All, Yes. Motion Carried Motion by Rondeau, second by Paulson to return to open session. Roll Call Vote: all yes, Motion Carried. County Organizational Discussion: Abeles-Allison reported that the last meeting with a group of department heads was very heated. The idea was to discuss the potential to co-locate offices and to discuss copy centers. Good commented that the County Board should develop an umbrella statement that clarifies the direction that they intend to go and what is expected of the Departments. Maki suggested that the County Board meet with Department Heads without the County Administrator being present. Committee members objected to this idea because it would be contrary to the reason the County Administrator was hired. Staffing Updates and Discussion a. Jailers and CCO’s: A handout was provided, which outlined the current status of the Jailers and CCO’s. b. Zoning Position: review proposed Job Description, Abeles-Allison explained that the department will be hiring a seasonal person to help the Zoning office during May- September. They will hire a contractor to review sanitary permit applications. The Zoning Administrator and Assistant Zoning Administrators will perform field reviews. Discussion regarding the seasonal part-time position description. Comment from Paulson that the duties of the job need to be condensed to emphasize that this position is to assist the public, and is not clerical. This position and office re- organization will be piloted for one year. c. Information Services network Administrator: Paul Houck successfully posted into this position. This will be effective April 1, 2004. Maki stated that he felt the position was created to pacify an employee that was disgruntled because they were not awarded their reclassification request. Blahnik reviewed the process that was used to justify the new position. Discussion was held regarding the workload of the L:\COMMITTEES AND BOARDS\PERSONNEL COMMITTEE\2004\Personnel Committee Minutes 040104.doc Page 2 of 2 Information Services Department. d. Highway Department: Equipment Operator has tendered his resignation due to health conditions at the end of May. Discussed the options for additional Information Services support in the coming years, including additional staff, or contract help. Maki asked for board member’s comments on the jail tour. Comments were positive. Suggest by Paulson to add the date to the bottom of each page of the Job Descriptions. Motion by Rondeau, second by Good to adjourn. Motion Carried. Meeting adjourned at 6:10pm.
