Minutes of the
Bayfield County Personnel Committee
May 20, 2004 – 8:00 a.m.
County Board Room, Bayfield County Courthouse, Washburn, WI
The meeting was called to order by Chairman John Blahnik at 8:00 a.m. Present were
David Good, Brett Rondeau, Delores Kittleson and John Blahnik. Absent was: Neil Paulson.
Others invited to be in attendance were: Mark Abeles-Allison, Cheryl Heunink, Elizabeth
Skulan and Kris Kavajecz.
A motion was made by Rondeau and seconded by Good to adopt the Personnel
Committee Minutes of April 8, 2004. The motion carried.
A motion was made by Rondeau and second by Good to nominate John Blahnik
as Chairman for the Personnel Committee. Chairman Blahnik asked 3 times if there
were any other nominations. Rondeau moved to close the nominations and cast a
unanimous vote for Blahnik as Chairman. Motion Carried.
A motion was made by Good and second by Blahnik to nominate Brett Rondeau
as Vice-Chairman for the Personnel Committee. Chairman Blahnik asked 3 times if
there were any other nominations. Good moved to close the nominations and cast a
unanimous vote for Rondeau as Vice-Chairman. Motion Carried.
A motion was made by Rondeau and seconded by Good to move into Executive
Session pursuant to §19.85(1), (e), (c), Wisconsin Statutes, for the purpose of
discussing collective bargaining issues and employee promotion and compensation
and for an investigation to be conducted by Wisconsin Employment Relations
Commission investigator Lauri A Millot pursuant to the petition for grievance
arbitration filed by the AGSCME labor union.. A roll call vote was taken as follows:
Rondeau-yes; Good-yes; Blahnik-yes; Kittleson-yes. Total: 5, 4 yes, 1 absent. The
motion carried. The following individuals were invited to be in attendance: County
Administrator, Mark Abeles-Allison; Bayfield County Human Services Director Elizabeth
Skulan, Dunn County Human Services Director Cheryl Heunink, and Confidential Secretary
Kris Kavajecz.
A motion was made by Rondeau and seconded by Kittleson to move out of
Executive Session pursuant to §19.85(1), (e), (c), Wisconsin Statutes, for the purpose
of discussing collective bargaining issues and employee promotion and compensation
and for an investigation to be conducted by Wisconsin Employment Relations

Exit Interview Report: Motion by Rondeau, second by Good to defer this discussion
until the next meeting. Motion Carried.

Distribution, acknowledge receipt of Reclassification Requests: Motion by Good,
second by Kittleson to accept receipt of reclassification request summary. Motion
Carried. Reclassification requests will be reviewed and acted on by the end of July.
Staffing Updates and Discussion: Abeles-Allison reported that June Wilber, Register in
Probate has tendered her retirement notice. She will be retiring as of June 30, 2004. Clerk of
Court-Kay Cederberg and Hon. Judge John Anderson joined the meeting at this time.
Cederberg explained that they would like to request approval to post a full-time opening as
Deputy Clerk of Court/Register in Probate-Criminal Clerk. Cederberg also explained that
there is a strong possibility that the existing Judicial Assistant/Deputy Clerk of Court may post
into the new position, leaving two part-time vacancies. Other items that were discussed
included a stipend for the Clerk of Court to act as Register in Probate and also a review of job
descriptions for the proposed positions.
Judge Anderson and Clerk of Court Cederberg each explained that by statute, they have
authority to appoint deputies and a Judicial Assistant of their choosing. The job posting for
the Deputy Clerk of Court/Register in Probate-Criminal Clerk will be posted on Friday, May
21, 2004.
Coffee and Cake will be served on June 30th at 2:30 to honor June Wilber on her retirement.
Cederberg stated that Wilber is working with her daily to show her the duties of the Register
in Probate.
Karl Kastrosky entered the meeting at this time. Kastrosky explained a plan for
reorganization for the Zoning Department office staff. Tony Bruneau has been hired as the
summer assistant and is doing a good job so far. The contract with Carmody is progressing.
Kastrosky suggested trying the office reorganization structure on a one-year trial period.
A motion was made by Rondeau and seconded by Kittleson to adjourn. The
motion carried and the meeting adjourned at 3:00p.m.
