Bayfield County Personnel Committee
November 4, 2004 4:00pm
Bayfield County Board Room
Washburn, WI
Members Present: Brett Rondeau, John Blahnik, Neil Paulson, Dee Kittleson
Members Excused: David Good
Others Present: Mark Abeles-Allison, Kris Kavajecz
Meeting was called to order at 4:00pm by Chairman Blahnik.
Motion by Paulson, second by Rondeau to approve the minutes of the August 26, 2004
meeting. Motion Carried
Discussion & Possible Action Regarding County Reclassification Procedure: Abeles-
Allison reviewed the discussion from the last meeting. He explained that union
employees have expressed concern with the fact that new employees rise to the same
wage level as long time employees in a very short period of time. Abeles-Allison shared
various ideas to address reclassification concerns. The idea of extending the current pay
schedule from 6 month and 18-month increases to 2 year and 4 year increases was
discussed. Another option was to implement more levels for certain positions, IE
Deputy I, Deputy II, Deputy III.
Discussion & Possible Action Regarding Bloodborne Pathogen Policy: Abeles-
Allison explained that the existing policy is very extensive. An abbreviated policy will be
included in all employee policy manuals, with the entire policy being maintained in the
primary departments that have the most potential for exposure. Under Item 5: eliminate
the word Significant. Correct one typographical error.
Motion by Rondeau, second by Paulson to include the summary Bloodborne Pathogen
policy in each employee handbook with the corrections identified. Motion Carried.
Discussion & Possible Action Regarding “Freedom from Religion Foundation”
holiday clarification: Abeles-Allison shared the current wording in the three union
contracts. The Teamster and WPPA contracts would need side-letters to identify “Good
Friday” as a “Spring Holiday”, to be observed on the Friday before Easter.
Motion by Rondeau, second by Paulson to authorize Mark Abeles-Allison to negotiate
side letters with the WPPA and Teamsters Unions to modify the contracts to read “Spring
Holiday” rather than “Good Friday”. Motion Carried
Motion by Paulson, second by Rondeau to enter Executive Session pursuant to Wisconsin
Statute 19.85(1)(e,c) for the purpose of discussing employee promotion, compensation
and bargaining issues. Roll Call Vote. All-yes. Motion Carried

Motion by Rondeau, Second by Paulson to return to open session. Roll Call Vote-All-
Yes, Motion Carried
Discussion and Possible Action Regarding County Personnel Policy & Procedures
Manual Revisions: The committee discussed the action taken at the previous meeting.
The committee decided to maintain the previous action.
Abeles-Allison reviewed other pertinent changes made to the Policies & Procedures
Manual that will be distributed to employees.
Motion by Kittleson, second by Rondeau to accept the changes to the Policy &
procedures manual. Motion Carried.
Discussion & Possible Action Regarding Staffing:
I/S Department Technician Position and Job Description: Abeles-Allison explained that
the proposed job description would have to be approved by the union because the pay
level would be reduced from the current position. The job duties and educational
requirement are less than the previous position.
Motion by Paulson, second by Rondeau to approve the job description and wage level
proposed for the I/S Technician Position. Motion Carried. Abeles-Allison will work
with the union to implement this position.
Land Records position modification: The proposed job description would be at a Level
5, Grade 2. The existing Clerk III position would be eliminated, and would be replaced
with the GIS Technician Position.
Motion by Rondeau, second by Kittleson to approve the job description and wage level
for the GIS Technician Position. Motion Carried.
Criminal Justice Coordinator: Abeles-Allison explained that the Judge, District Attorney,
and Sheriff met to discuss the proposed job description. A couple of minor adjustments
were suggested and reviewed by the committee. The Criminal Justice Council will review
this job description at their next meeting. The committee discussed the wording
“preferred” as it pertained to the educational qualifications and also discussed the
necessity of including experience with Electronic Monitoring Programs.
Motion by Rondeau, second by Kittleson to approve the job description with the
modifications discussed. Motion Carried.
No reports presented by County Administrator or Committee members.
Motion by Rondeau, second by Kittleson to adjourn. Meeting adjourned at 5:45 pm.
