Motion by Paulson , second by Good to approve the minutes of the November 22, 2004 meeting. Motion Carried Discussion & Possible Action Regarding County Personnel Policy & Procedures. Abeles-Allison explained that policy changes that had previously been approved have been modified in the policy manual. Additional items to be discussed and possibly modified include: FMLA: Discussion regarding supplement for manual and change from calendar year to a rolling 12-month period. Pros and cons to both methods were discussed. A lengthy discussion was held regarding when the FMLA designation should be applied. Rondeau arrived during this discussion. If the policy is changed, employees must be provided a 60 day notice before the change would be effective. Emergency Leave Bank Policy & Procedures: Various modifications to the policy were discussed. Reclassification Procedure: This discussion will be held at the next meeting. The committee may enter in and out of Executive Session pursuant to Wisconsin Statutes §19.85(1)(c,e) to discuss grievance arbitration and bargaining issues. Motion by Rondeau, second by Paulson to enter Executive Session pursuant to Wisconsin Statute 19.85(1)(a, e, c) for the purpose of discussing and taking action on employee promotion, compensation and bargaining issues. Roll Call Vote. All-yes. Motion Carried Fibert let the meeting at this time. Roll Call Vote-All-Yes, Motion Carried Staffing Update: A draft job description was distributed for the Assistant Zoning Administrator. The committee would like a copy of the existing job description for current Assistant Zoning Administrators. The title should be changed and this position must be differentiated from the existing positions. Motion by Rondeau, second by Kittleson to adjourn. Motion Carried. Meeting adjourned at 6:10 pm.
