Motion by Good, second by Paulson to approve the minutes of the March 3, 2005 meeting. Motion Carried Discussion & Possible Action Regarding County Personnel Policy & Procedures. The committee reviewed the revised personnel manual. “County” should be capitalized throughout the document. Suggestion by Paulson to add the statutory language outlining the County Administrator’s responsibilities with regard to personnel issues. Several minor modifications were suggested regarding structure and wording. Discussion was held regarding the reclassification process and changes that should be considered in the next reclassification cycle. Copies of the manual will be provided to each department and to each new employee. A payroll stuffer will be included with paychecks notifying employees that the new manual is available in their department and on the common drive. Motion by Kittleson, second by Good to approve the updated personnel and procedures manual with the modifications discussed. Motion Carried. A notice for modifying the county FMLA policy was reviewed. The notice will change the calculation of federal leave from a calendar year to rolling year. Motion by Paulson, second by Kittleson to approve the notice. Motion Carried. Review of Revised Job Descriptions: Paul Susienka was in attendance to address questions regarding the Jail Sergeant, Investigator, and Deputy Sheriff job descriptions. Abeles-Allison briefly reviewed the modifications to the job descriptions. Motion by Good to approve the job descriptions as presented with the requirement that the Investigator have 2 years law enforcement experience. Motion dies for lack of a second. Motion by Paulson, second by Kittleson to approve the job descriptions as presented with the requirement that the Investigator have 3 years law enforcement experience. Yes-3, Opposed-1, Motion Carried Motion by Paulson, second by Kittleson to approve the job description for the Environmental Health Technician. Motion Carried. Change the word “considerable” to “working” in item 2. Add ability to drive in adverse weather conditions. Motion by Good, second by Paulson to approve the job description with modifications discussed. Motion Carried. Report on Recent Labor-Management Committee Discussions: Abeles-Allison reported on items that the Labor-Management committee has discussed recently including FMLA, HRAs and the Partnership Award that the committee received for its efforts over the past year. The committee reviewed a summary of HRA programs that are offered in three other counties. Employee wellness programs and fleet have also been discussed. Staffing Update: Brenda Spurlock has accepted the Criminal Justice Coordinator position effective April 18, 2005. The Investigator position has been filled by Brent Bratley. An employment offer is being made to a Land Use Specialist candidate this week. Ann Huybrecht has been hired as a part-time cook. Several vacancies are currently being advertised and posted. Motion by Good, second by Kittleson to enter in and out of Executive Session pursuant to Wisconsin Statutes §19.85(1)(c,e) to discuss employee performance, employment and bargaining issues. Roll Call Vote: All-yes. Motion Carried. Motion by Kittleson, second by Good to return to open session. Roll Cal Vote: All-yes, Motion Carried. Motion by Paulson, second by Kittleson to Adjourn. Motion carried. Meeting adjourned at 5:50pm.
