Bayfield County Personnel Committee
August 4, 2005 4:00 pm
Bayfield County Board Room
Washburn, WI
Members Present: Neil Paulson, Brett Rondeau, John Blahnik, Dee Kittleson
Members Excused: David Good
Others Present: Mark Abeles-Allison, Kris Kavajecz, Verne Gilles
Meeting was called to order at 4:00pm by Chairman Blahnik
Motion Regarding Minutes of the July 7, 2005 Personnel Committee Meeting:
Motion by Rondeau, second by Kittleson to approve the minutes of the July 7, 2005 Personnel
Committee meeting as presented. Motion Carried.
Staffing Update:
• Mary-Jean O’Bey has resigned as Social Worker in the Human Services Department.
• A second social worker vacancy is also open.
• Interviews will be held next week for a Shoreland Restoration Specialist position through
Gemini Employee Leasing. The position will be paid with funds that were budgeted for a
position that is currently vacant. This position will be a Limited Term, Part-time position.
• Carl Colen is retiring as of August 12, 2005 as Custodian. A reception will be held at 2:00
on August 12.
• Cheryl Hamm has been hired as Public Health Nurse.
• Michelle Crowell has been hired as LTE Public Health Nurse to fill in during a maternity
leave in the Health Department.
• Denise Ruberg has begun employment as Clerk I/Receptionist in the Human Services
Department.
• Ben Dufford has moved into the Resource Management Specialist position with LCC.
2006 Budget Outlook:
Abeles-Allison explained that the governor has approved a levy cap at 2% over last year’s levy.
The county’s wages and benefits alone represent a 4.4% increase in levy. The county will need
to be creative in the budget process for 2006. Departments have been asked to submit their
budgets by August 18th.
Report on Recent Labor-Management Committee Discussions: Abeles-Allison reported that
the group has discussed an employee wellness program during their recent meetings. Blahnik
reported that the GHT will contribute funding to help offset the cost of a wellness program.
Abeles-Allison provided a brief explanation of a potential wellness assessment plan. The Health
Department is working on a proposal to the GHT for funding.

The committee may enter in and out of Executive Session pursuant to Wisconsin Statutes
§19.85(1)(c,e,g) to discuss employee performance, employment and bargaining issues as
well as consider legal advice with respect to current litigation in which the body is involved:
Motion by Rondeau , second by Kittleson to enter executive session pursuant to Wisconsin
Statutes §19.85(1)(c,e,g) to discuss employee performance, employment and bargaining issues as
well as consider legal advice with respect to current litigation in which the body is involved. Roll
Call Vote: All-Yes, Motion Carried. Gilles, Kavajecz, and Abeles-Allison were invited to attend
the executive session.
Motion by Rondeau, second by Paulson to return to open session. Roll Call Vote: All-Yes,
Motion Carried.
Motion by Paulson, second by Rondeau to adjourn. Motion Carried.
