HomeMy WebLinkAboutPersonnel Committee - Minutes - 12/16/2005L:\COMMITTEES AND BOARDS\PERSONNEL COMMITTEE\2005\Personnel Committee Minutes 121605.doc Page 1 of 2 Minutes of the Bayfield County Personnel Committee December 16, 2005 9:00 am Bayfield County Board Room Washburn, WI Members Present: Dee Kittleson, John Blahnik, David Good Members Excused: Brett Rondeau, Neil Paulson Others Present: Mark Abeles-Allison, Kris Kavajecz, Paul Susienka; For negotions: Mike Furtak, Kathy Wolfram, Michele Heglund, Theresa Kummerow, Tom Moran, John Gary Meeting was called to order at 9:00am by Chairman Blahnik Motion Regarding Minutes of the November 16, 2005 Personnel Committee Meeting: Motion by Kittleson, second by Good to approve the minutes of the November 16, 2005 Personnel Committee meeting as presented. Motion Carried. Discussion and Possible Action Regarding Training Plans/Schedule. Abeles-Allison distributed a hand-out of proposed training that will be submitted to NW WI CEP, for potential funding through their employee training grant program. The various training proposals were reviewed. Motion by Good, Second by Kittleson to accept the proposed training request, with the removal of item 6 –training related to the Statewide Voter Registration System, to be replaced with funding for LSALMA training programs. Motion Carried. Discussion and Possible Action Regarding Side letters with AFSCME regarding HRA and Extension of the Seasonal Assistant in the Planning & Zoning Department. Abeles-Allison handed out a copy of the Final HRA Sideletter for the AFSCME and WPPA unions. He explained we have received a letter from the Teamsters stating that they do not feel they need to sign a sideletter because there is no change in benefit levels. The committee suggested that a letter be sent to the Teamsters outlining the changes that will take place January 1, 2006. Abeles-Allison explained a side letter with AFSCME allowing Rob Schierman, Seasonal Zoning Assistant, to continue employment in the Planning and Zoning Department as a non-union employee for a temporary period of time. Motion by Kittleson, second by Good to approve the proposed side letter allowing Rob Schierman to continue employment in the Planning & Zoning Department for a temporary period of time.. Brief discussion. Motion Carried. Update on the Health Insurance Plan. The committee discussed that only one proposal was received for Health Insurance. Update on the status of Health Reimbursement Arrangements. Abeles-Allison explained that Vantage Flex has been selected to provide HRA and Flexible Spending account administration for the county. Vantage Flex will issue checks on a Bayfield County Account. Motion by Good, second by Kittleson to enter executive session pursuant to Wisconsin Statutes §19.85(1)(c,e,g) for the purpose of discussing negotiation strategy for the Sheriff’s Department Uniform allowance provision of the WPPA contract; Update on various Personnel Issues; Update on Teamsters Unit Clarification Appeal; and Negotiations with the WPPA collective bargaining unit regarding Uniform Allowances. Roll Call Vote: All-yes, Motion Carried. Blahnik left the meeting during the closed session due to other commitments. Motion by Kittleson, Second by Good to return to open session. Roll Call Vote: Motion carried. Motion by Good, second by Kittleson to adjourn. Motion Carried. Meeting adjourned at 11:22am.
