Minutes of the
Bayfield County Personnel Committee
November 9, 2006 8:00am
County Board Room, Bayfield County Courthouse
Washburn, WI
Members Present: Dee Kittleson, John Blahnik-Chair, Brett Rondeau-Vice-Chair
Members Excused: Shawn Miller, David Good
Others Present: Mark Abeles-Allison- County Administrator, Kris Kavajecz
Meeting called to order at 8:00am by Chairman John Blahnik.
Approval of minutes of the November 7, 2006 Personnel Committee Meeting.
Motion Rondeau, Kittleson to approve minutes of the November 7, 2006 Personnel Committee
Meeting. Motion Carried.
The committee may enter in and out of Executive Session pursuant to Wisconsin Statutes
§19.85(1)(c,e) for the purpose of approving Executive Session minutes of the November 7,
2006 Personnel Committee meeting, Union Contract Negotiation Strategy and Collective
Bargaining Unit Negotiations with Teamster Local 346.
Motion Rondeau, Kittleson to enter executive session pursuant to Wisconsin Statutes
§19.85(1)(c,e) for the purpose of approving Executive Session minutes of the November 7, 2006
Personnel Committee meeting Union Contract Negotiation Strategy and Collective Bargaining
Unit Negotiations with Teamsters Local 346. Roll Call Vote: All-yes, Motion Carried. The
committee entered executive session at 8:05am.
Motion Rondeau, Kittleson to return to open session. Roll call Vote-All-Yes, Motion Carried.
Return to open session at 9:00am.
Teamster representatives Martin Skaj, Linda Ovaska and Rod Alstead joined the meeting at
9:20am. Introductions were made around the room.
Ground rules were discussed: Meetings run until noon unless otherwise agreed upon.
Negotiations stay in the negotiation room. Tentative agreements shall be in writing. At the end
of the session for the day, goals and requests for information for the next meeting are shared.
The union presented a handout of their initial proposal. The union verbally reviewed their
proposals for any clarification. See attachment “Union A”.
The county presented their initial proposal. Mark Abeles-Allison verbally reviewed the proposal
for clarification. See attachment “County A”
TA 9:35am County’s Item 1 regarding references to gender throughout the contract.
TA 9:40am County’s Item 3a with modification of State and Federal safety regulations.

TA 9:40am County’s Item 3b regarding references to gender throughout the contract.
Blahnik left the meeting at 9:55am due to other commitments and will return as soon as possible.
Alstead asked if the county would be interested in getting estimate for insurance through the
Taft-Hartley plan. Comparables will be provided and looked at during next negotiation session.
Brief discussion regarding Office Manager inclusion in the wage appendix. Alstead stated that
the union would expect the position to retain the wage level that is currently being paid if the
court of appeals finds for the union.
The parties caucused at 10:30am.
John Blahnik returned to the meeting at 10:50am.

The union returned to the table at 11:35am.
Union’s response:
County’s Item #2: No, do not believe this is a big issue. County counter-proposal to make new
employee direct deposit mandatory.
County’s item #4: No, the language provides some protection for potential future benefit
coverages.
County’s Item #5: union considering this proposal.
County’s Item #5: Article 16, Paragraph 2 (after appendix C): TA 11:45am with the
understanding that no one is injured by this.
County’s item #6: Further investigation will be made on this item regarding the portal issue.
County’s Item 7: No, but would possibly consider for future employees.
County’s Item 8, 9 &10: Comparisons with Teamster plan will be considered prior to discussion
on this topic.
County’s Item #11: County will investigate further.
County’s Item #12: Union request specific language to include State of Wisconsin 457 plan.
County’s Item #13: No
County’s Item #14: TA 11:55am. Remove burner & machinist, insert mechanic/welder and lead
mechanic.
County’s Item 16: TA 11:56am regarding CDL
County’s Item 17: TA 11:56am to remove Highway Commissioner and Patrol Superintendent
from wage schedule.

County’s Item 18: Will review side letter related to changing “Good Friday” to “Spring
Holiday”.
Abeles-Allison provided the county’s response to the union’s request:
Union’s Item #1: County agree to $50 boot allowance for up to two pair of boots per year per
employee.
Union’s Item 2: No
Union’s Item 3: County considering alternatives to this proposal.
Union’s Item #5: County request further information on this proposal. # of sets per year, type of
coveralls. Union state that they would like the same coverall allowance for road crew as
currently offered to mechanics. Further research to be done on this.
Union’s Item #6: Will discuss further as negotiations proceed.
County’s Item 2 & 7: Request for all new employees
County’s Item 4: County withdraw this item. TA 12:07pm.
County’s Item 6: Hold
County’s Item 12: Modify wording to include State of Wisconsin and other approved plans.
Next meeting scheduled for Nov 16th at 9:00am.
Motion by Rondeau, Kittleson to adjourn. Motion Carried
