Minutes of the
Bayfield County Personnel Committee
November 15, 2006 8:00am
County Board Room, Bayfield County Courthouse
Washburn, WI
Members Present: David Good, John Blahnik-Chair, Brett Rondeau-Vice-Chair
Members Excused: Shawn Miller, Dee Kittleson
Others Present: Mark Abeles-Allison- County Administrator, Larry Weber-Jail Administrator,
Kris Kavajecz
Meeting called to order at 8:00am by Chairman John Blahnik.
Approval of minutes of the November 9, 2006 Personnel Committee Meeting.
Motion Rondeau, Good to approve minutes of the November 9, 2006 Personnel Committee
Meeting. Motion Carried.
The committee may enter in and out of Executive Session pursuant to Wisconsin Statutes
§19.85(1)(c,e) for the purpose of approving Executive Session minutes of the November 9,
2006 Personnel Committee meeting, Union Contract Negotiation Strategy and Collective
Bargaining Unit Negotiations with WPPA Local 216.
Motion Good, Rondeau to enter executive session pursuant to Wisconsin Statutes §19.85(1)(c,e)
for the purpose of approving Executive Session minutes of the November 9, 2006 Personnel
Committee meeting, Union Contract Negotiation Strategy and Collective Bargaining Unit
Negotiations with WPPA Local 216. Roll Call Vote: All-yes, Motion Carried. The committee
entered executive session at 8:05am.
Motion Rondeau, Good to return to open session. Roll call Vote-All-Yes, Motion Carried.
Return to open session at 9:07am.
WPPA representatives Beth Bichanich, John Gary, James Jarecki and Randy Ingram joined the
meeting at 9:13am. Introductions were made around the room.
Ground rules were discussed: Meetings run until noon unless otherwise agreed upon.
Negotiations stay in the negotiation room. WPPA explain that they may discuss negotiation
issues with their membership. Tentative agreements shall be in writing. At the end of the session
for the day, goals and requests for information for the next meeting are shared.
WPPA presented their initial proposal to the county. (See attachment A)
Bayfield County presented their initial proposal to the union. (See attachment B).
The groups caucused at 9:40am.

The county discussed the union’s proposal.
The teamster grievance was discussed.
Abeles-Allison provided an update on claim issues that were raised at the County Board Meeting
of November 14, 2006.
WPPA Representatives returned to the meeting at 11:32am.
WPPA responses to county’s proposal:
Item 1: TA 11:34am

Item 4: Union propose verbiage “current bargained health insurance”
Item 6: Union stated they agree for new employees. County clarify that this is also for any
reclassified or promoted positions. Union to consider.
Item 7: Union request clarification.
Item 8: TA 11:39am
Item 9: This item is clarified in the existing CCO Side letter.
Item 10: “Current Bargained Health Insurance Plan”. Not interested in increased employee
contribution.
Item 11: Not interested
Item 12: Clarification that this item is linked to the 12 & 24 month wage increases.
Item 13: TA 11:44am (Wisconsin Retirement System Income Continuation Plan)
Item 14: Not interested

Item 17: Clarification that employees working the flex schedule may schedule their vacation no
later than the first work day after the 15th of the month.

Item 23: Union will agree if the county agrees to allow an employee that falls ill during vacation
to substitute sick leave for vacation time.

Item 26a: Union request to include the terms of the sideletter, not specific to an employee.
Item 26b: Union agrees as long as rest of contract reflects verbiage.

Ingram request seniority list of employees by classification, as well as dates of reclassifications.
County’s response:

1) Increase number of hours to be accumulated to a max of 1200 hours, remain at 50% pay-
out.
2) County request comparables on wages of Corporals in other counties. County request
clarification on terms “fair and equitable” pertaining to wage increases.
Next meeting is scheduled for November 27, 2006 at 9:00am. Union exited the meeting at
12:12am.
The committee discussed the union’s responses.
Motion by Rondeau, Good to adjourn. Motion Carried
