Bayfield County Personnel Committee

Members Present: John Blahnik-Chair, David Good, Dee Kittleson, Shawn Miller
Members Excused: Brett Rondeau-Vice-Chair
Others Present: Mark Abeles-Allison- County Administrator, Kris Kavajecz
Meeting called to order at 8:00am by Chairman Blahnik.
Approval of minutes of the December 27, 2006 Personnel Committee Meeting.
Motion Good, Kittleson to approve the minutes of the December 27, 2006 Personnel Committee
Meeting. Motion Carried.
The committee discussed how to proceed with a wage study for non-represented employees as
requested by the County Board. The committee considered whether to outsource the study or to
attempt to conduct the study in-house. An Ad-Hoc Committee was suggested to conduct the
study and to consider a policy on wage adjustments in addition to the study.
The committee may enter in and out of Executive Session pursuant to Wisconsin Statutes
§19.85(1)(c,e) for the purpose of approving Executive Session minutes of the December 27,
2006 Personnel Committee meeting, Union Contract Negotiation Strategy and negotiations
with AFSCME Local 1731.
Motion Miller, Good to enter executive session pursuant to Wisconsin Statutes §19.85(1)(c,e) for
the purpose of approving Executive Session minutes of the December 27, 2006 Personnel
Committee meeting, Union Contract Negotiation Strategy and negotiations with AFSCME Local
1731. Roll Call Vote: All-yes, Motion Carried. The committee entered executive session at
8:20am.
Blahnik left the meeting at 10:10am due to other commitments. AFSCME Local 1731
representatives Jim Mattson, Mike Furtak, Michele Heglund, Susan Anderson, John Bennett,
Denise Tarasewicz, and Tom Moran joined the meeting at 10:15am
Motion Miller, Kittleson to return to open session. Roll Call Vote-All-yes, Motion Carried.
Motion Kittleson, Miller to adjourn. Motion Carried.
Meeting adjourned at 3:07pm.
