HomeMy WebLinkAboutPersonnel Committee - Minutes - 7/5/2007Minutes of the Bayfield County Personnel Committee Thursday, July 5, 2007 Bayfield County Board Room Present: John Blahnik-Chairman, Brett Rondeau-Vice-Chairman, Dee Kittleson (4:45), David Good, Shawn Miller Others Present: Mark Abeles-Allison-County Administrator, Kris Kavajecz Called to order at 4:00pm by Chairman Blahnik Motion Miller, Rondeau to approve the minutes of the June 7, 2007 Personnel Committee meeting. Motion Carried. Discussion and Possible Action on Continuing Education Programs request: Abeles-Allison distributed copy of letter received from employee proposing an Educational Assistance Program for employees. Topic to be researched further and discussed at a future meeting. Discussion included increased pay grade increase for employees that obtain a degree rather than tuition assistance. Discussion and Possible Action Regarding draft revision of General Policy & Procedures Manual: Kavajecz provided broad overview of proposed modifications. Final draft to be provided at August meeting for review. Discussion and Possible Action on Department Head Wage Study: Abeles-Allison explained proposal from vendor for classification study. Clarification was provided by the committee that this would be a wage comparison study, not a new classification system. County Administrator to conduct wage comparison of Department Heads to determine if there is a disparity with similar positions in other counties and the private sector. Reports: Emergency Assistance Plan (EAP): No update provided. Emergency Leave Program: Abeles-Allison reviewed the clarifications currently being discussed by the Labor-Management committee. Employee Update: New Environmental Health Sanitarian resigned. Limited Term Environmental Health Technician being hired for the summer. Family Services Section Manager retiring, applications accepted through July 10. Land Records Administrator position was re- advertised, deadline is July 9. Tourism Director interviews conducted earlier today. Kittleson arrived at this time. Motion Miller, Good to enter in and out of Executive Session pursuant to Wisconsin Statutes §19.85(1)(c,e) for the purpose of approving Executive Session minutes of the June 7, 2007 Personnel Committee meeting, discussion and possible action considering compensation of public employees over which the governmental body has jurisdiction or exercises responsibility. Roll Call Vote: All-Yes, Motion Carried. Motion Rondeau, Miller to return to open session. Motion Carried. Motion Rondeau, Good to adjourn. Motion Carried. Meeting adjourned at 5:07 pm.
