HomeMy WebLinkAboutPersonnel Committee - Minutes - 1/31/2008Minutes of the Bayfield County Personnel Committee Thursday, January 31, 2008 Emergency Operations Center, Washburn WI Present: Brett Rondeau-Vice-Chairman, David Good, John Blahnik-Chairman Excused: Shawn Miller, Dee Kittleson Others Present: William Kacvinsky, Sheriff Robert Follis, Mark Abeles-Allison-County Administrator, Kristine Kavajecz-Confidential Secretary Called to order at 4:00pm by Chairman Blahnik. Motion Rondeau, Good to approve the minutes of the January 17, 2008 Personnel Committee meeting. Motion Carried. Vehicle Policy: Abeles-Allison reviewed the current vehicle use policy and provided an introduction of Sheriff’s Follis and his request to modify county policy to permit non-employee volunteers to operate and ride in county vehicles. Sheriff explained he currently uses volunteers and reserve officers to transport vehicles to have service. Example: Radio, light, decal installations in Superior or Ashland. Sheriff explained that it is often difficult to arrange for a deputy to transport these vehicles and he would prefer not to take them away from their road duties for this purpose. Several topics were discussed regarding this issue including liability, nepotism, insurance policy and county policy. It was established that the county liability insurance policy covers individuals in county vehicles for the purposes of county business, however, county general vehicle policy is to not allow non-employees to drive or ride in county vehicles, with specific exceptions. Abeles-Allison reported that policies of other counties vary on this topic. Committee suggested the Sheriff check if there is statutory authority allowing him to utilize non- county employees in this capacity, including his wife. It was recommended that the policy for all other employees remain as is. It was also discussed whether it would be feasible to hire these transport volunteers as casual employees. Further investigation of options and statutory authority will be reported at the next meeting. Follis exited the meeting at 4:40pm. Construction Update: The construction related issues with dust and Carbon Monoxide have been addressed. Updates are included in the weekly update to employees and county board members. Motion Good, Rondeau, to enter in and out of Executive Session pursuant to Wisconsin Statutes §19.85(1)(c,e) for the purpose of approving Executive Session minutes of the January 17, 2008 Personnel Committee meeting and discussion & possible action regarding union and non-union wage and benefits issues as well as performance evaluation discussion. Roll Call Vote: All-Yes, motion carried. Kacvinsky, Abeles-Allison, Kavajecz remained in the closed session. Motion Rondeau, Good to return to open session. Roll Call Vote: All-Yes, Motion Carried. Motion Rondeau, Good to adjourn. Motion Carried. Meeting adjourned at 5:30 pm.
