HomeMy WebLinkAboutPersonnel Committee - Minutes - 9/4/2008Minutes of the Bayfield County Personnel Committee Thursday, September 4, 2008 Emergency Operations Center, Washburn WI Present: David Good, John Blahnik, Brett Rondeau, Shawn Miller, Dee Kittleson Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz-Confidential Secretary Called to order at 4:00pm by Chairman Rondeau. Motion Blahnik, Miller to approve minutes of the July 10, 2008 Personnel Committee meeting. Motion Carried. Travel Rates: Abeles-Allison recommended the state rate be adopted for hotel reimbursement. Rate would increase from $62 to $70 ($80 for Milwaukee area hotels). Discussion was held regarding mileage rates and how they are set. Motion Blahnik, Miller to set the hotel reimbursement rate at $70 ($80 for Milwaukee area hotels) effective immediately. Motion Carried. Worker’s Compensation Policy: Abeles-Allison explained that he would like to see a policy established for county involvement with Worker’s Compensation Claims. Committee felt that once a claim is filed, it should be handled by the Insurance Company. Any involvement at the county level would be at the Personnel Committee level. Abeles-Allison was authorized to develop a draft policy for review. Reports: Current vacancies include: Highway Commissioner and Part-time Sheriff’s Deputy. An offer will be made to a Highway Commissioner applicant following the County Board meeting. Health Utilization report reviewed. Recent claims have reversed our position, which now reflects claims higher than the same period last year. Committee requested utilization statistics from the Teamster Health Insurance plan in the future. LSALMA group has been meeting regularly and continues to be a productive committee. Several departments are using the Flexible scheduling option. Wellness and Energy Conservation have been recent discussion topics. Wellness Program: One employee has taken advantage of the Smoking Cessation program so far. Wellness picnic for county employees and family members will be Sept 10th, 4:00pm at Washburn’s West End Park. Motion Blahnik, Miller to enter in and out of Executive Session pursuant to Wisconsin Statutes §19.85(1)(c,e) for the purpose of approving Executive Session minutes of the July 10, 2008 Personnel Committee, discussion and possible action regarding personnel performance evaluation items and discussion and possible action regarding union contract negotiation strategy for upcoming contract negotiations. Roll Call Vote: All-Yes, motion carried. Abeles- Allison, and Kavajecz remained in the closed session. Motion Blahnik, Miller to return to open session. Roll Call Vote: All-Yes, Motion Carried. Good asked about GHT plan amendments in recent correspondence. Blahnik explained that GHT members may amend their plans at any time. Motion Good, Kittleson to adjourn. Meeting adjourned at 5:15 pm.
