HomeMy WebLinkAboutPersonnel Committee - Minutes - 12/4/2008Minutes of the Bayfield County Personnel Committee Thursday, December 4, 2008 Emergency Operations Center, Washburn WI Present: David Good, John Blahnik, Brett Rondeau, Shawn Miller Members Excused: Dee Kittleson Others Present: Mark Abeles-Allison-County Administrator, Jason Bodine, Steve Probst Called to order at 4:00pm by Chairman Rondeau. Motion Blahnik, Miller to approve the October 4, 2008 minutes. Motion carried. Rondeau asked the committee if an open session regarding the 40 hour work week proposal in forestry could be considered at the beginning of the meeting, the committee agreed. Forestry 40-Hour Work Week Proposal: Jason Bodine handed out a proposal on a 40 hour work week in forestry. The proposal would be for Forestry Department employees only. The estimated cost of $21,000 would be matched by increased timber revenues from approximately 3 additional sales. The estimated return is between $60,000-$100,000. Good inquired about the impact DNR retirements would have on the county department. Blahnik inquired about whether the forestry committee had reviewed this, Good said not yet. Probst said revenue estimates were based on current stumpage bids. Miller asked if the extra 2.5 hours give the department enough time for more sales. Rondeau thanked Bodine and Probst. Bodine and Probst exited the meeting at this time. Reports: Vacancies: Update was provided on a full-time vacancy in the Register of Deeds Office. Clerical staff in Forestry has been on medical leave for several months, no specified return to work date. One Deputy Sheriff on part-time light duty due to Worker’s Compensation injury. Full-time cook off due to injury, worker’s compensation claim pending. Health Utilization Report: Report reflects a sharp increase in comparison with 2007, total of $1,297,000 as of end of October 2008 v. $970,000 in 2007. Labor Management Committee topics: Investigating prescription management alternatives, regional and nationwide specialist pharmacists. Employee Wellness: Just finished passport to health program. Worker’s Compensation Policy: Committee reviewed memo on workers compensation policy. Agreed that deviation from insurance company direction should be made at the personnel or county board level. Will review policy with attorney and put into a form for county board approval and incorporation into the personnel manual. GHT Participation Agreement and 2009 Renewal Rates. Good questioned timeline as it related to preparing information for bids. Motion by Blahnik, Good to approve the participation agreement with the GHT. Motion carried. Motion Blahnik, Good to enter in and out of Executive Session pursuant to Wisconsin Statutes §19.85(1)(c,e) for the purpose of approving Executive Session minutes of the October 2, 2008 Personnel Committee, discussion and possible action regarding personnel performance items, AFSCME Grievances, consider leave of absence requests, possible side letter with AFSCME Local 1731, and discuss union contract negotiation strategy for upcoming contract negotiations. Roll Call Vote: All-Yes, motion carried. Abeles-Allison remained in the closed session. Motion Blahnik, Good to approve the minutes of October 4, 2008 meeting. Motion Carried. Motion Blahnik, Miller to return to open session. Roll Call Vote: All-Yes, Motion Carried. Motion Blahnik, Kittleson to adjourn. Motion Carried. Meeting adjourned at 5:50pm
