Present: David Good, John Blahnik, Brett Rondeau, Shawn Miller, Dee Kittleson
Others Present: Mark Abeles-Allison-County Administrator, Kris Kavajecz, Paul Lundberg
(5:30pm), William Kacvinsky (5:45pm)
Called to order at 4:05pm by Chairman Rondeau.
Motion Blahnik, Good to approve the January 15, 2009 minutes. Motion carried.
Workers Compensation Policy: Abeles-Allison reviewed the draft policy including revisions
recommended by the LSALMA committee.
Motion Kittleson, Miller to approve the policy as presented and forward to the full county board
for approval. Motion Carried.
Neo Gov Proposal: Demonstration of NeoGov Personnel Recruitment/Tracking technology was
viewed by the committee.
Motion Blahnik, Good to authorize the County Administrator to negotiate a two-year contract
with NeoGov. Motion Carried.
Position Vacancies and Advertisements: There are currently four positions that have been
vacated and not filled in the last several months. In addition, Barbara Suminski posted into the
Forestry Office Manager Position, Gwen Christenson move from part-time to full-time Jailer
position, Nikki Revak will begin as Financial Services Manager on March 2nd, Emily Shuga will
begin as Social Worker I on February 16, and final interviews were conducted to fill the
Recording/Imaging Clerk position in the Register of Deeds office. John Bennett, FT Custodian
retired on January 30th. Currently the PT Cleaning Person is working FT to temporarily
compensate for the vacancy.
Health Insurance Utilization: Utilization for 2008 is expected to be about 30% over the
previous year. It appears that premiums and claims will be fairly even.
Labor-Management Committee: Discussing the Chronic Disease Management program being
considered in our area.
Wellness: Employee wellness fair was held earlier today. Health Risk Assessments to be
completed tomorrow. Anticipated participation is between 60-70 assessments. Aegis donated an
exercise bike as a grand prize for participants.
Review Personnel Manual: Committee reviewed the first 3 sections of the Personnel Policies &
Procedures Manual. Our insurance company’s attorney reviewed the manual and made several
recommendations for changes. The committee agreed with the recommendations of the attorney.
More sections to be reviewed at the next Personnel Committee meeting.
Motion Miller, Good to enter in and out of Executive Session pursuant to Wisconsin Statutes
§19.85(1)(c,e) for the purpose of approving Executive Session minutes of the January 15, 2009
Personnel Committee, discussion and possible action regarding personnel performance items,
AFSCME Grievance, possible side letter with AFSCME Local 1731 regarding 40-hour work
week, and discuss union contract negotiation strategy for upcoming contract negotiations. Roll
Call Vote: All-Yes, Motion Carried.
Motion Miller, Kittleson to return to open session. Motion Carried
Motion Good, Kittleson to adjourn. Motion Carried Meeting adjourned at 6:00pm.
