Called to order at 3:00pm by Chairman Rondeau.
Motion Blahnik, Miller to approve minutes of the March 5, 2009 meeting. Motion Carried.
Motion Good, Kittleson to enter in and out of Executive Session pursuant to Wisconsin Statutes
§19.85(1)(c,e) for the purpose of approving Executive Session minutes of the March 5, 2009
Personnel Committee and conducting a grievance hearing with AFSCME Local 1731. The
committee may also discuss non-represented employee wages and union contract negotiation
strategy, and may discuss and take action on personnel performance items and possible side
letters with AFSCME Local 1731. Roll Call Vote: All-Yes, Motion Carried.
Motion Blahnik, Miller to return to open session. Roll Call Vote: All-Yes, Motion Carried.
Return to open session at 3:55pm.
Reports: Vacancies include Confidential Secretary in the Sheriff’s Department and Forest
Administrator. Recent hires include Stacy Schmidt as Social Worker and Jeff Tunick as part-
time custodian.
Health utilization was approximately $1.8mm in 2008. The committee reviewed a report of YTD
utilization figures.
Labor-Management committee is investigating a voluntary prescription medication monitoring
program.
Personnel Committee to review reclassification requests in May.
Policies & Procedures Manual: The committee discussed establishing a standard maximum
suspension duration of no more than 10 days. Remove the legal jargon in the Dismissal section.
Modify the smoking policy to reflect the smoke free campus. Reviewed the solicitation policy.
Discussed modifications to the political activity policy including no circulation of nomination
papers while on duty and also a policy on using a Department name in political materials.
CEP Summer Youth Program: Several county department have applied for support through
this program. It is available to businesses and non-profit entities.
NeoGov: Implementation is proceeding.
Boston Mutual Whole Life Insurance: WCA endorses this policy. Mike Blaska with WCA will
be invited to make a presentation on the policy to the Personnel Committee.
Next meeting schedule for May 4, 2009 4:00pm
The 40-hour workweek proposal for Forestry has be placed on hold until late summer or
discussed as a negotiation topic.
