HomeMy WebLinkAboutPersonnel Committee - Minutes - 6/3/2009Minutes of the Bayfield County Personnel Committee 4:00 pm Wednesday, June 3, 2009 Emergency Operations Center (EOC), Annex Building, Washburn WI Present: John Blahnik, Brett Rondeau, Dee Kittleson, David Good Excused: William Kacvinsky, Shawn Miller Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz-Confidential Secretary, Judge John Anderson, Kay Cederberg-Clerk of Court. Called to order at 4:00pm by Chairman Rondeau. Motion Blahnik, Kittleson to approve minutes of the May 4, 2009 meeting. Motion Carried. Mike Blaska with Wisconsin Counties Association explained WCA’s role in researching and endorsing products through a negotiated discount with select vendors. AAA, CDW and Ahlborn Equipment are three vendors mentioned. Abeles-Allison provided an update on term life insurance offered to current employees. Blaska made a presentation on the Boston Mutual Whole Life Insurance Program. The program, if offered, would be available to all permanent employees (including regular part-time) and elected officials paid by Bayfield County. The policy guarantees a minimum 4.25% interest on cash value and is an individual policy. Terms may not be negotiated with the collective bargaining units. Costs for the coverage as well as cash values and dependent coverage were reviewed. Blaska explained that costs are payroll deducted and any administrative costs of the county for the program are reimbursed by Boston Mutual. Motion Blahnik, Good to offer the Boston Mutual Whole Life ELO to employees and elected officials. Boston Mutual will hold informational meetings for all employees on this program and attendance by employees shall be mandatory. Motion Carried. Reclassification Requests: Abeles-Allison explained that two reclassification requests and four new position requests have been received. The Sheriff’s Committee will review and make recommendation regarding reclassification for Melissa Kraft. The Executive Committee did not take action on the reclassification request of Bonni Gary because she is still progressing through the pay levels at her current position. Work distribution for Bonni Gary was discussed. Her position is currently 50% Judicial Assistant and 50% Clerk II in the Clerk of Court office. Judge Anderson and Cederberg reported that a more accurate distribution at this time is 75% Judicial Assistant and 25% Clerk II. Budget and Union questions were discussed. Motion Good, Blahnik to approve redistribution of work time for Bonni Gary. 75% Judicial Assistant and 25% Clerk II effective with the Pay period beginning June 13, 2009. Abeles-Allison will discuss this will the AFSCME unit. Roll Call Vote: All-Yes, motion carried. New positions requests have been received from Cathy Ekholm, Nancy Brown, Linda Hardy and Holly Hemingway. These requests will be discussed during union negotiations. Abeles-Allison explained a request from the Aging & Disability Resource Center of the North (ADRC-N) to hire an Aging &Disability Specialist for the 5-county consortium. The person would be an employee of Bayfield County, but would provide service to the 5-county region, with reimbursement received from the consortium. It will be proposed that this position be exempt from union representation because only 20% of their work would be for Bayfield County. Health Insurance Utilization: Reports were reviewed. Indications from the GHT are that rates will increase less than 10%. Statistical reports from GHT were briefly reviewed. Reports: Forest Administrator application deadline extended until June 15. There is Forestry meeting to review applications on June 16. Hope to schedule interviews and make recommendation to full county board at the June 30 meeting. Summer Interns have been hired for: Highway, Land Conservation and Forestry. District Attorney has an unpaid intern. UW Extension to be hired in the next few weeks. Sheriff’s Department Confidential Secretary interviews completed with offer to be made in the very near future. Social Worker interviews to be held June 8th. County Administrator , Highway and County Clerk staff met with Angie Kolb, Worker’s Compensation representative to discuss the Worker’s Comp process and review our procedures for claims. Wellness: Rain Gardens and Vegetable gardens have been planted. Request has been received from the Dispatch and Jail for exercise equipment in their respective areas. Committee consensus was to not provide mechanical/electronic equipment. Free weights would be allowable. The committee again reviewed statistics from GHT regarding unhealthy behaviors of Bayfield County employees –vs- the average general public. Motion Good, Kittleson to enter in and out of Executive Session pursuant to Wisconsin Statutes §19.85(1)(c,e) for the purpose of approving Executive Session minutes of the May 4, 2009 Personnel Committee and discuss employee wages, performance evaluations, re-classifications and union contract negotiation strategy.Roll Call Vote: All-Yes, Motion Carried.
