Called to order at 9:10am by Vice-Chairman Good. Motion Blahnik, Kittleson to approve minutes of the June 3, 2009 meeting. Motion Carried. Abeles-Allison provided a copy of the initial proposal to AFSCME Local 1731. Refer to handout. Committee reviewed the initial proposal. Rondeau arrived at 9:16am. AFSCME representatives arrived at 9:30am, including: Mike Furtak, AJ VanBeest, James Mattson, Michelle Dale, Craig Parks. Rondeau took over the meeting at this time. Mattson reviewed ground rules: Future sessions be closed. All Tentative Agreements “TA’s” be identified by a time in the minutes. TA’s in writing and review at future session. Set the date/location of next session today. Abeles-Allison added: negotiations stay within the groups affected, not publicized. Conclude around noon today. Limit meetings to about 2 hours. Each group keep own records. Goals for next meeting identified before leaving today. Mattson provided AFSCME initial proposal to the county. Handout A. 1) Request 20 minutes for union orientation of new employees. 2) Request County agree to do payroll deduction of voluntary programs which members participate in. Example: lobbying contributions 3) Clarify verbiage in Article 3, Item D that grievances related to dismissal be filed within 10 working days. 4) Vacation schedule revision. 5) Vacation carry-over of 5 days. 15 days cumulative. 6) Incentive to not participate in health insurance. 7) Longevity increase to $1.50 per month. 8) Allow probationary employees to use floating holiday upon hire. 9) Clarify/Update work day work week provision for each department. 9b) 40 hour work week for Forestry Department. 10) Pay out of all accrued sick leave at retirement. 11) Pay health insurance premium for employees on worker’s compensation after FMLA for additional 6 months. Personnel related highlights of the budget address were discussed. County distributed the county’s Initial Proposal. Handout D 1) Article 4, Item B. Request change to 10 working day for grievance filing. 2a) Article 6: eliminate dates if no longer relevant. 2b) Mandatory Direct Deposit for all employees for payroll and A/P checks. 3) Article 9 Item A. Replace length leave language with “as provided by law” 4) Article 11: Modify employment status of permanent part time to 75% time (28.125 hours per week). Change seasonal-casual limit to 1462 hours per year. 5) Article 12: Eliminate unnecessary dates. L:\COMMITTEES AND BOARDS\PERSONNEL COMMITTEE\2009\Personnel Committee Minutes 063009.doc 3 | P a g e 6) Article 13, Item B: Post seniority on bulletin boards, not in Departments. 7) Article 14, Section 3, Item D: Clarify probationary time period for professional employees is 6 months. 8) Article 16, Item A: Define benefits for employees working between 75-100% time. 9) Article 16: Modified during the meeting to clarify: New employees hired after January 1, 2010 must work 75% time to be eligible for health insurance. 10) Article 17, Item E: Eliminate pre-pay for vacation option. 11a) Article 18a: Employer pay 85% of insurance premium. 11b) Employer to pay credit for employees participating in Health /Wellness programs. 12a) Article 23, Section A: Eliminate dates that are no longer relevant. 12b) Delete last 2 paragraphs of Article 23, Section A. pg 19/20 regarding pay out of Health Department employees for weekend call-out.. 13) Article 23, Item B: Pay overtime only after 40 hours worked per week as outlined in FLSA. 14)Article 24, Item F: Remove supplemental pay while on worker’s compensation option. 15)Article 24, item I: Define “child” 16a)Move insulin and diabetic supplies to drug card rather than medical. 16b) Implement Chronic Disease Rx program. 17) Clarify that Judge may select Judicial Assistant without posting. 18) Wages to be discuss as part of overall package. Union stated they will not consider total package bargaining. 19) Sideletters (already reviewed) 20) Request language be included in the event State or Universal Health coverage becomes a reality. Both groups reserve the right to add or modify proposals at any time during negotiations. Groups caucused at 11:00am. County reviewed AFSCME proposal and discussed each item. Created a list of items that could be agreed upon. Discuss time for next Personnel Committee meeting. Union returned to the room at 11:32am. Wellness update: Health Dept continuing to emphasize wellness initiatives. GHT walking program just introduced. Motion Good, Blahnik to enter executive session pursuant to Wisconsin Statutes §19.85(1)(c,e) for the purpose of discussion and possible action regarding:Executive Session minutes of the June 3, 2009 Personnel Committee, Employee performance/disciplinary issues, Grievances, Reclassification requests, Union contract negotiation strategy.
